Ministers Teeven en Asscher stellen in een brief aan de Tweede Kamer voor om de toelatingsregels
voor kennis en talent op twee punten aan te passen. Ten eerste moet er een vrijstelling komen voor
een machtiging tot voorlopig verblijf (MVV) voor kennis en talent met rechtmatig verblijf in een andere
Schengenlidstaat. Ten tweede moet het zoekjaar tot drie jaar na het afstuderen of het afronden van
het onderzoek ingezet kunnen worden.
Tot en met begin 2015 werken de hogescholen, verenigd in de Vereniging Hogescholen, aan een
strategieproject, getiteld #hbo2025. Het doel is om een gezamenlijke agenda op te stellen waarin de
prioriteiten voor de komende vier jaar worden benoemd.
Er was al eerder kritiek op het principe van prestatieafspraken in het hoger onderwijs. Nu zegt ook
Frans van Vught, voorzitter van de reviewcommissie, dat het ingewikkeld wordt instellingen te
beoordelen. Prestaties kunnen door veranderende externe omstandigheden moeilijker of niet meer
haalbaar zijn. Dit jaar was er onder andere minder geld dan verwacht, de mogelijkheden voor selectie
van studenten werden toch niet ruimer en de collegegelden voor excellentieprogramma’s en
schakelprogramma’s zijn ook beperkt.
In de periode 2007-2013 is bijna de volledige aanwas van universitair personeel uit het buitenland
gekomen, terwijl het aantal Nederlandse medewerkers stabiel bleef. Werving van medewerkers in het
buitenland vinden universiteit al jaren belangrijk. Voor actieve rekrutering is echter geen budget, zij
maken vooral gebruik van eigen internationale contacten.
Minister Bussemaker heeft de Kamer in een brief haar visie op internationalisering van het hoger
onderwijs en mbo laten weten. De wereld in: Visiebrief internationale dimensie van ho en mbo focust
zich op de volgende vier inhoudelijke punten:

het mondiale gezicht van het Nederlandse onderwijsstelsel;
internationaal talent werven en binden aan Nederland;
Nederlands talent de grens over én internationalisation at home;
samenwerking van Nederland met de rest van de wereld.
Daarnaast is er apart aandacht voor het middelbaar beroepsonderwijs, een meer integrale
ondersteuningsstructuur en de instrumenten die voor implementatie van de visie beschikbaar zijn.
De ministerraad heeft ingestemd met het voorstel van minister Bussemaker om de basisbeurs voor
studenten af te schaffen voor studenten die met ingang van het studiejaar 2015-2016 aan een
bachelor- of masterstudie beginnen. Het vrijgekomen geld (maximaal € 1 miljard voor het hoger
onderwijs) verschuift voor een belangrijk deel naar kwaliteit van onderwijs.
Mariëtte Hamer volgt vanaf 10 september 2014 Wiebe Draijer op als voorzitter van de SociaalEconomische Raad (SER).
De Radboud Universiteit krijgt per 17 oktober een nieuwe rector magnificus. Theo Engelen
volgt dan Bas Kortmann op.
Diana de Jong is per 1 november nieuw lid van het College van Bestuur van de HAN.
Drs. A.C.C. (Christiaan) Rebergen (1970) wordt eind 2014 directeur-generaal Internationale
Samenwerking bij het ministerie van Buitenlandse Zaken.
Europe
On 2 July the European Tertiary Education Register (ETER) was launched by the European
Commission. ETER provides easy access to information on universities in 36 countries, including all
28 EU Member States.
On 6-8 July in Rome, the new enic-naric website was launched at the networks annual meeting.
On 10 and 11 July 2014, UNESCO held the first meeting of the Expert Group analysing the possible
content and effectiveness of a Global Convention on the recognition of higher education qualifications
and periods of study.
On 15 July, UK’s minister for universities and science, David Willetts resigned as part of a major
government reshuffle. He has been replaced by Greg Clark.
In July the British Council published its data visualization of incoming and outgoing mobility from the
UK over the last two decades.
On 1 August Xavier Prats Monné became the European Commissions’ Director-General of DG
Education and Culture.
Ukraine adopted a law to reform its higher education, providing principles and means of realization of
state policy on higher education, higher education levels and degrees, higher education administrative
agencies and their authority, and standards of education.
International
During the first weeks of July, the European Parliaments’ Culture and Education Committee member
seats were allocated to newly elected MEPs.
In July, the Malaysian government launched a new identity card for international students. The card
includes the student’s passport number and details of the educational institution they are enrolled in.
In July, the pilot results of the iMPACT project were published, which measures the effectiveness of
short-term study abroad experiences on national, regional and inter-regional levels.
As part of developing a 20 minute English language proficiency test which can be taken from home,
Carnegie Mellon University and Duolingo launched the Duolingo Test Centre.
On 17 July Venezuela announced the creation of the first six territorial polytechnic universities.
On 23 July, The Advancing Competency-Based Education Demonstration Project Act
(H.R.3136) passed the United States House of Representatives. The Act allows a selection of higher
education institutions to offer programmes that use direct assessment and measurement of student
learning, instead of measuring students’ credit or clock hours.
On 27 July the presidents of Telefonica and Banco Santander presentented the Spanish and
Portuguese-language open education platform Myriad X.
At the end of June, Brazilian president Dilma Rousseff announced a major extension of Brazil’s
ambitious Science Without Borders programme in 2015, when the new phase of the program will

begin. The goal will be to support a further 100,000 scholarships for study abroad for Brazilian
university students.
On 8 August, the Asia-Pacific Ministers outlined the region’s priorities in their ‘Bangkok statement’.
Among the top priorities for the next 15 years are ensuring inclusive, lifelong learning for all, and
improving quality of education.
At the end of August, 5 Chinese-language universities announced the formation of the ‘Pine League’,
following the model of the Ivy League, fostering sports and academic exchanges.
