1. Voluntary Agreements
20 years of experience in NL
Between:
• Industrial companies, sector organizations & ministry of
Economic Affairs
• 1,100 companies: +/- 845 PJ (80%) of industrial energy
consumption (25% of total energy use NL)
– LTA3 (Long Term Agreements): 950 companies, +/- 219 PJ
– LEE (EE for ETS Enterprises): 150 companies, +/- 626 PJ
Target: 2% efficiency increase per year
– 2005-2020: 30%
7 October 2014, Zurich

3
Tools
• “Voluntary” but not without obligations:
– energy audits and energy efficiency plan (4 yearly)
•
Alike ISO50002, planning of measures to be analysed, implemented in 4 yrs
– energy management system
•
Based no ISO14001, Energiezorg, or EnMS ISO50001 (17, # slowly
growing)
– energy monitoring
•
On indivudual plant level and sectoral level, detailed to process efficiency,
chain efficiency and sustainable energy

Performance
2005-2011
Process efficency measures
% per sector 2005-2011
• Efficiency improvement: 26 PJ, =13%
• Equivalent with 2,1% per year
Maarten van Werkhoven
5
Performance (2)
2005-2011
• 2% efficiency increase per year
– In hindsight (2008-2012): 50% of improvements are
result of autonomous improvements (i.e. 1%)
• Most measures on m3-use, heat processes
• Much less impact on kWh, i.e. motor systems
– Potential savings
