Statistics Korea’s Experience in International Statistical Capacity Building 29 September 2011, Beijing, China Development history of Korea Aid Recipient 1945-1990 Korean War in 1950 GNP/capita : $79 in 1960 Total aid received: $10.4B (1945-1990) Page 2 1991-2011 Substantive Donor 2012- Establish KOICA in 1991 Join OECD in 1996, OECD DAC in 2006 Host HLF-4 on Aid Effectiveness (Busan, 2011) Rare case in global aid history ODA/GNI : 0.25% by 2015 Double ODA for Asia by 2015 Increase untied aid New Donor A key factor of the success “Sound data represent a key weapon in the battle against poverty” - Tadao Chino, former President, Asian Development Bank National development policy guided by statistics Establish Statistics Bureau in 1948 (birth year of the Korean Government) and set up the national statistical system early on Strong coupling between statistical production and national development policy making during the rapid growth period (1960-1990) Strengthen regional statistical capacity to support local development KOSTAT’s own experience of statistical capacity building (SCB) Establish the Statistical Training Institute in 1991 700 trainees in 7 courses in 1992 → 16,278 trainees in 143 courses in 2010 Train 345 KOSTAT staff members through UNSIAP programs (1970-2011) Over 100 staffers have been enrolled in postgraduate programs abroad Page 3 Shared Growth & Capacity Building Developing countries need high-quality statistics for “evidence-based policy making and monitoring.” *Only 96 out of 192 countries have an adequate level of capacity to produce MDG statistics. (UN Statistics Committee, 42nd Session, Doc. E/CN.3/2011/13) With emphasis on “managing for results” in int’l aid environment, countries need to compile statistics to assess the progress of development . - Busan Forum addresses performance management of global efforts for effective assistance. Statistical capacity building is crucial for the global initiative of “shared growth,” to be able to monitor progress toward development of individual countries and the World. Page 4 KOSTAT Strategy for Shared Growth Get involved in establishing and spreading global statistical agenda worldwide Diversify bilateral cooperation partners by building hub countries in each continent Support statistical capacity building efforts of countries through technical assistance Identify and share KOSTAT’s best practices through knowledge transfer Shared Growth Page 5 1.Promote ww dialogue on global agenda Engage in int’l discussions on statistical issues of global importance and concerns; Promote worldwide dialogue by supporting participation of developing countries in these fora. KOSTAT has provided venues for int’l congregations on -- Cutting-edge themes: Climate change, Green growth indicators (w/UNSD, 2009, 2011) Innovative approaches to turn statistics into knowledge (w/OECD, 2012) Measurement of wellbeing and progress of societies (w/OECD, 2009) - Topics of ongoing interest: Population and housing census (2011), ICT statistics (2010) - IT use for official statistics: Use of the Internet for data collection (2009-2011) Management of statistical information system (2010) Page 6 2.Diversify bilateral cooperation partners Expand bilateral cooperation worldwide, including CIS, Middle East, Latin America and Africa (Development assistance role currently limited within Asia) 13 MOU-based bilateral cooperation partners: China, Japan, Mongolia, Thailand, Vietnam, Indonesia Kazakhstan, Uzbekistan, Iran, UAE, Germany, Netherlands, EU Expand to other parts of the world Page 7 3.
