Preparing for a career in Europe : ENA’s contribution European School of Administration Brussels 7th March 2008 Bernard Boucault Director of ENA Summary INTRODUCTION I.- The 8-month Europe module II.- The European Master in Governance and Administration III.- The postgraduate course in European Studies CONCLUSION 2 INTRODUCTION 3 missions for ENA: Recruit for the French civil service and prepare candidates for open competitions run by the EU institutions Train managers and future managers in the international public and private sectors Excel through international partnerships 3 INTRODUCTION ENA’s teaching methods : A professional and practical approach A combination of internships, team work, case studies and conferences A target population inside and outside Europe public and private sector A network of experts and EU speakers 1000 speakers Numerous trips within Europe 4 I.- THE EUROPE MODULE Europe at the heart of the initial training programme for high level public servants 5 I.- THE EUROPE MODULE a) Aims Enable participants to deal with all administrative issues relating to European affairs, ( national civil servants, European administrators… ) Master the strategic dimension of the challenges associated with the building of Europe Master the various levels associated with the construction of public action Anticipate the stakes in negotiations 6 I.- THE EUROPE MODULE b) Curriculum Linguistic objective: to be operational in three languages Combination of internships and studies 3 weeks preparation 17 weeks internship 7 weeks of in-depth follow up The internship : A position of responsibility with those involved in the construction of Europe Participants, in small groups with a tutor, carry out research on a given observation theme 7 I.- THE EUROPE MODULE b) Curriculum (2) Observation themes in 2008 The evolution of the European Security, Liberty and Justice Space under the Lisbon Treaty The new cycle of the Lisbon Strategy The European Union and the fight against new threats : proliferation and terrorism The comparative advantages of the bilateral and multilateral agreements for the EU in the world EU social policies Europe’s energy policy EU audiovisual and cultural policy Implementing the institutional innovations of the Lisbon Treaty (outside the Security, Liberty and Justice Space) EU financial services policy EU development aid policy EU migratory policy in the Security, Liberty and Justice Space Protecting EU financial interests 8 I.- THE EUROPE MODULE c) Educational resources: Case studies, simulations, negotiations Drafting legal and administrative documents Communication action plan on a European theme International roundtables A wide variety of French and foreign speakers 9 I.- THE EUROPE MODULE c) Educational resources (2) Communication actions in 2008 Map out a communication strategy under the heading “European heritage” Promote the measures taken in France to implement the EU action plan for research and innovation to increase EU competitivity and growth alongside business executives and researchers Promote the actions of elected French officials to the European Parliament - notably in the context of the European Elections in June 2009 - and to the actions of elected French officials to the Committee of the Regions alongside new electors Promote the progress of the European Security and Defence policy alongside the Brussels-based think-tanks Enhance and Promote the implementation of the European REACH regulation alongside those French companies concerned 10 I.- THE EUROPE MODULE c) Educational resources (3) Communication actions in 2008 Draw the attention of social actors to the role of the EU in globalisation Foster interest among young men and women for the future European Volunteer Humanitarian Aid Corps Draw the attention of opinion leaders to the advantages of the euro Carry out national and regional communication plans concerning the new programme period of the European Social Funds Draw the attention of consumers to the measures taken to develop their confidence in the internal market Draw the attention of the public to the institutional advances of the Lisbon Treaty Bring to the understanding of the public the meaning of the new borders of a European union of 27 states and promote the concept of a European identity 11 I.- THE EUROPE MODULE d) The participants Each year, from January to July : 80 French participants 40 participants from abroad representing 33 different nationalities from the public and private sectors 12 II.- THE “MEGA” Master of European Governance and Administration 13 II.- THE MEGA a) Outline An interdisciplinary training programme in public administration for young European managers from the public and private sectors A consortium of French and German institutions A full-time one year bilingual programme in Paris, Strasbourg, Brussels, Potsdam, Berlin and Florence A double Masters degree Université de Paris 1 and Potsdam University 3 programmes since 2005 Registration for the 4th programme is open Deadline 24 May 2008 14 II.- THE MEGA b) The course : One year – full-time Initial module - Paris - 3 months Ecole nationale d'administration, Sciences Po, Université Paris 1- Pantheon - Sorbonne, Internship - 3 months in a German, French or European administration Follow up module - 3 months Potsdam University and the University of Humboldt in Berlin Preparation of a research paper (“mémoire”) - 3 months Three study trips Strasbourg - Université Robert Schuman Brussels - Centre des Etudes Européennes de Strasbourg Florence - European University Institute 15 II.- THE MEGA c) Aim: Train young upper-level managers on the modern methods of governance Practical knowledge of the French, German and European administrations Comparative view of the functioning of the State Inter-cultural approach In the pursuit of national and European solutions In-depth knowledge of the workings of the European Union Tools required for : the conception, implementing and evaluation of public policies Crisis management Public communications 16 II.- THE MEGA d) Audience Approximately 30 young, high-level managers French and German public sector Public sector of other EU Member States and Candidate countries EU institutions, agencies and other bodies Private sector 17 III.- The Postgraduate course in European Studies 18 III.- THE CHEE The public The programme brings together “high flyers” from the public and private sectors in Europe who continue their professional responsibilities whilst following it. 3 days per month during one year Annual themes treated The Lisbon Agenda (2007) The European Union and globalisation (2008) 19 III.- THE CHEE a) Aims To promote networking among people with an interest in European issues 20 III.- THE CHEE b) Teaching methods An rigorous selection of candidates 100 speakers of 20 different nationalities A patron with an exemplary commitment to the European cause : Simone Veil in 2007 Jacques Delors in 2008 An itinerant programme in various European capitals 21 III.- THE CHEE c) Audience 40 participants per year Public and private sectors in Europe: MEP, senior managers, journalists, politicians, trade unionists. 2 programmes, 10 nationalities Austria, Bulgaria, Denmark, France, Germany Hungary, Italy, Morocco, Poland, Spain Our Partners : The Austrian federal chancellery, Ministry for public administration (France), Ministry for Foreign Affairs (France, Spain), Bulgarian National Assembly...
