Challenges to Chinese NPP I&C industry:
 By 2007, 11 units in operation, but 5 types of reactor
among them:

 Lack of human resource and knowledge accumulation:

Engineers spreading out concentrating at different I&C system
specific to each type of reactor, thus experiences narrowed.
Much more knowledgeable experts needed to support regulator.
 No time to recall, digest and “asking why” before being driven
to a new era.
Nuclear Power in China
Policy and Planning:
 Policy changed from “properly development” to
“actively promoting”.
 By the year 2020, NPP installed capacity will
targeting at 40 GWe, accounting for 4% of total
installed electric power supply nationwide. And NPP
of 18 billion KWe under construction in addition.
 Recent study on national NPP program planning
shows, 75 GWe, accounting for 5% of Total capacity
is expected by 2020, still far from world average
level 17%.

Introduction on China local DCS System integrator
Background:
As Chinese government established the policy to actively develop the
nuclear power industry, efforts on Self-reliance of DCS system
integration, localization of the equipment manufacturing and making
the technical service and spare parts supply for operating plants locally
available, have been one of the major factors to assure the state
nuclear power program to be realized and sustainable.

To meet the demands of government policy, three major players in
china nuclear power industry, CNNC(China National Nuclear
Corporation), CGNPC(China Guangdong Nuclear Power Corporation)
and SNPTC(State Nuclear Power Technology Corporation Ltd) have
established the companies respectively in the past few years, relying
on the ongoing projects, to accept Tech. transfer and progressively to
become a qualified DCS system engineering and integrating supplier.

Introduction on China local DCS System integrator
Three key companies:
1) China Nuclear Control System Engineering Co., Ltd. (CNCS)
Founded in Beijing in August, 2008, jointly invested by CNPE,BNIF
and Shanghai Puyuan, 3 subsidiaries of CNNC.
2) China Techenergy Co. Ltd.
Founded in Beijing in October, 2005, jointly invested by CGNPC and
Beijing Hollysys Automation Company.
3) State Nuclear Power Automation System Engineering Corp.
(SNPAS)

Founded in Shanghai in March, 2008, jointly invested by SNPTC and
Shanghai Automation Instrumentation Corporation Ltd (SAIC).

integration, FAT, commisioning and SAT of digital I&C system in
Yangjiang and Ningde NPP projects.

Participated or undertake design, V&V, procurement, system
integration, FAT, commisioning and SAT of digital I&C system in
Sanmen and Haiyang AP1000 projects.

Activities ongoing in NPP I&C area – Utilities
Keep on management of NPP I&C obsolete, aging and upgrading,
improving reliability, accuracy and life time of NPP I&C system
and equipment.
Continually improve equipment management system for various I&C
equipment and devices, to enhance the performance monitoring and
status data collection, paying much attention on reliability issues.
Obsolete and shortage of spare parts for outdated component have
been critical long term issues which operating plants have to work on
and put much effort to improve the situation. Most plants have launched
aging management project and start to collect aging data of I&C.
Together with these activities, the effort also are put on establishing the
upgrading plans for NPP life cycle.

Activities ongoing in NPP I&C area – Utilities (Cont.)
Optimizing preventive maintenance program of NPP I&C, and
establishing maintenance plans for NPP life cycle.
Preventive maintenance system is more and more important along with
the increasing of plant operating time. Plants have developed the
preventive maintenance program and carried out the maintenance and
repairing work based on this program, and will keep on optimizing the
program with collected performance status data and defects statistics.
Integrating the activities of the equipment management and the
preventive maintenance program, to make maintenance work more
pertinent, efficient and actually effective, which is expected to result in a
prolonged reliable operating time of I&C system.

Site elements seals maintenance
After analysis on Equipment defects statistics, seals of site sensor
element and driving component are major weakness causing
leakage. Sharing of method and requirement on its repairing or
maintenance practice of other NPP is needed.

Spare parts rules for new I&C
Due to the very fast upgrade or replacement of obsolete I&C
equipment, and failure modes of new one are hardly obtained in
time, it is difficult for maintenance department to define the rules
and scope of spare parts.

Preventive maintenance activities for digital control system seem
only limited to general periodic functional testing and cleaning.

performance monitoring, and Surveillance, diagnostics, and
prognostic methods of NPP analogue I&C systems.

maintenance
Technologies of computer network, server, workstation, power
supply, and redundancy engineering of critical component and
power module of digital control system have made it possible to
perform maintenance work on line for DCS. A platform supported
by IAEA to do the in-depth engineering analysis on the feasibility
and technical constrains is appreciated, in order to establish the
specification to the engineering of signal distribution and power
supply, and the requirement to the manufacturing on modules,
wirings, switches, heat dispersion component.

Practices on DCS FAT, installation, commissiong and SAT
All the new built NPPs in China will be installed with digital control
system, for which DCS system FAT, site installation,
commissioning and SAT will take place in 2011 to 2014. Workshop
in 2010 sponsored by IAEA on best practices in those areas would
be appreciated.
•
I&C aging management
IAEA to provide technical support and guidance on I&C aging
management in the operating plant, with respect to techniques
and methods of mechanism analysis, monitoring, screening out
and counter measures.

NPP suppliers list and Technicians & experts list
The facts that the original I&C were supplied by foreign
manufactures who may be no longer maintaining the production of
the outdated component, or may have been bankrupted and no
longer exist, have caused difficulties for operating plant to have
long term, stable and in time spare parts supply.
IAEA is recommended to generate an updated manufactures list
by product or system, which shares the information of companies
who have ever been or are being NPP suppliers, and to collect
and establish a global I&C technicians and experts contact list
together with the brief introduction of their organization and

products or systems being used for communication and
information exchange.
