ORHPC: NEW FUNDING AND PROGRAMS FOR HEALTHCARE WORKFORCE August 17, 2015 Will Wilson Office of Rural Health and Primary Care Minnesota Department of Health 2 New Funding and Programs • Primary Care Residency Expansion Grants • $1,500,000 per year • International Medical Graduate (IMG) Assistance Program • $1,000,000 per year • State Loan Forgiveness Program • $2,500,000 additional funding per year, plus newly eligible professions • Other workforce-related ORHPC grant programs • Existing and new 3 Primary Care Residency Expansion Grants • $1,500,000 per year to fund expanded residency slots in primary care residency programs: • Family medicine, general internal medicine, general pediatrics, psychiatry, general surgery, geriatric fellowship • Selection based on a competitive review process • Grant contracts will be for up to three years • $150,000 in year 1; $100,000 in year 2; $50,000 in year 3 • Applicants must verify that a state-funded residency slot is an expansion above existing slots • Grantees must agree to maintain the expanded number of slots for the entire term of the contract 4 IMG Assistance Program • ~200 foreign trained physicians already in MN • 4-pronged program to help IMGs get licensed in MN 1. Planning and development (MDH) 2. Career Guidance and Support Services grants Also funding available from DEED ($200,000 one-time) 3. Clinical Preparation grants • Funding to selected training programs for training support and experiences, including monthly stipends for participating IMGs • Selected IMGs must agree to serve in a rural or underserved area for at least five years 4. IMG primary care residency fund ($1,000,000 one-time) • Up to $150,000 available per year for primary care residency programs who agree to take on a qualifying IMG resident • Once in practice, IMG must repay $15,000 per year or 10% of salary – whichever is less -- for five years 5 Minnesota Loan Forgiveness Program • 3-year minimum commitment with an optional 4th year • Now $3.24 million per year – will fund over 200 recipients Profession Annual award Service Requirement Physician $30,000 Rural or Urban (HPSA) Dentist $30,000 25% of patients in public programs Pharmacist $20,000 Rural Midlevel (NP, PA, CNM, ACNS, NA) $12,000 Rural Nurse $5,000 Nursing Home or ICF/DD Nurse and Allied Faculty $9,000 Full time in post-secondary Dental Therapy (DT, ADT) $10,000 Rural Public Health Nurse $5,000 Rural Mental Health Professional (Psychologist, LICSW, LMFT, LPCC) $12,000 Psychology $7,000 LICSW, LMFT, LPCC Rural or Urban (HPSA) 6 Other ORHPC Workforce Grant Programs • Clinical Dental Education Innovations Grant ($1.1 million) • Dental training by clinics and/or education programs • Summer Internship Program ($300,000) • Partnership with the MN Hospital Association • Emerging Professions Grants ($420,000) • Funding for placement of Community Health Workers, Community Paramedics, Dental Therapists in innovative settings • Funding to develop employer-based Toolkits for each profession • NEW – HCBS Scholarship Program ($950,000) • Funds in-house scholarships for employees of HCBS employers 7 Discussion Will Wilson, Supervisor Primary Care Financial and Technical Assistance Unit Office of Rural Health and Primary Care (651) 201-3842 [email protected]
