on
Strategy 11: Systematic Monitoring of EFA
Progress
Recommended:
 Regular & systematic monitoring of EFA
progress: central to EFA achievement by 2015
at international regional and national levels;
 Monitoring to be undertaken by governments,
involving partners and other EFA stakeholders.
Ongoing M & E Efforts
Internationally:
GMR has become the principal reference document;
 Other international organizations, agencies and civil society networks
provide data and analysis in their fields of competence.
Regional and sub-regional:
 UNESCO Regional Bureaus have initiated activities to produce regional
EFA monitoring reports in cooperation with regionally-based partners and
countries;
Other EFA partners have also carried out related studies and
assessments.
National level:
 Prime responsibility of Governments to implement, monitor and assess
their own EFA implementation processes and outcomes.
 Other partners & stakeholders produce national reports for own
purposes.

Progress (RASEP)
Purpose:
Provide a common reference framework for informed
decision making for EFA planning & implementation;
Support national capacity building for monitoring EFA
progress;
Coherence & harmonisation of the numerous
monitoring activities undertaken by different actors at
national, regional, and international levels within a common
and coordinated EFA framework;
Provide complementary data to the GMR.
Contribution: added value
National Level
A consistent EFA information and database;
Identify gaps, roles, responsibilities and commitments of each
partner in contributing to achievement of national EFA goals;
Facilitate the integration of EFA goals in national sector-wide
education and socio-economic development frameworks;
Alignment and harmonization of EFA Partners up to 2015 in
their programmes of country support within realistic programme
cycle;

Regional & Sub-regional:
• Support development of regional & sub-regional EFA
strategies, sharing of best practices, standardised data;
International:
• Facilitate comparability of EFA progress across and within
countries, sub-regions and regions and among targeted
groups;
• Help in keeping EFA at the forefront of international
development agenda through the provision of reliable and
updated data.

Management
Working Group proposed to initiate RASEP process:
 under EFA international coordination of ADG/ED and
DIR/UIS, including the five EFA Convenors and other EFA
partners;
UIS to serve as Secretariat;
 Regional working groups involving all partners to:
 Coordinate support to national review processes within
each region;
 Provide country-level technical assistance for capacity
building
Timetable & Budget
Prepare a clear timetable of action initially for 2006-2009 taking into
account the sequencing of other international education initiatives and
events within the EFA GAP framework;
Prepare framework for a series of subsequent reviews until 2015;
Mobilise funding for RASEP exercises at regional cum national levels
considering both national and extra-budgetary sources;
Aug-Dec 2006 finalise: TORs, Road Map and budget for RASEP specific
budget estimates for RASEP-supported activities at:
 regional, cluster and national levels;
 for governments, UNESCO and other EFA partners.
