MEP State Competition –
What and Why?
• The program is undergoing a multi-year effort to conduct a full
and open competition for MEP centers older than 10 years.
• Objective is to optimize the federal investment and allocate
additional funds to areas with higher concentration of
manufacturers.
• Will be able to expand the range of services offered with an
emphasis on very small, rural and start-up manufacturers.
• MEP just announced first 10 award recipients of competition in

• Second round of the competition for 12 states announced March
2015. Proposals due June 1, 2015.

Funding Opportunity Title: Award Competitions for Hollings Manufacturing
Extension Partnership (MEP) Centers in the States of Alaska, Idaho, Illinois,
Minnesota, New Jersey, New York, Ohio, Oklahoma, Utah, Washington, West
Virginia and Wisconsin

NIST invites applications from eligible organizations in connection with
NIST’s funding up to twelve (12) separate MEP cooperative
agreements for the operation of an MEP Center in the designated
States’ service areas and in the funding amounts identified in the

• Revitalize American Manufacturing and Innovation Act of
2014 / Consolidated and Further Continuing Appropriations
Act, 2015, pg 241:
– “The Secretary shall ensure that the National Program
Office incorporates the Hollings Manufacturing Extension
Partnership into Program planning to ensure that the
results of the Program reach small and medium-sized
entities.”
• AMP 2.0 Report called for major MEP role, including:
– Support for MEP as an intermediary to help small-to-midsize manufacturers
leverage manufacturing technologies; & to assist small-to-midsize
manufacturers with market entry support and scale-up
– Support to ensure that the MEP becomes a major “tool in the NNMI
toolbox”

Acceleration Pilots
• Five Manufacturing Technology Acceleration Center (M-TAC) Pilots in 2014
-- work with specific supply chains to understand the technology needs
and technological trends driving specific supply chain markets.
• M-TAC Pilots assist small manufacturers to ensure they are aware of and
can access, adopt, integrate, and capitalize on appropriate technologies as
competitive and growth-oriented suppliers to those supply chains.

MEP Supply Chain Services
•
Supply Chain Optimization approaches supply chains from a systems perspective and
helps manufacturers build dynamic supply chains through the use of strategy, risk
management, total cost of ownership, supplier communication, and supplier
assessments.
•
Supplier Improvement works with individual suppliers to improve their position in supply
chains.
•
Supplier Scouting leverages MEP’s unique, nationwide knowledge of local manufacturing
capabilities and capacities to connect U.S. manufacturers with business opportunities
tied to specific supply chain needs from OEMs and government agencies. This also
includes supply chain re-shoring efforts
•
Supply Chain Technology Acceleration includes Manufacturing Technology Acceleration
Center (M-TAC) Pilot Projects and other assistance that help small U.S. manufacturers
grow and compete within supply chains by focusing on the technological needs and
trends of specific supply chains – and providing small manufacturers technology
acceleration, transition and commercialization tools and services.

Make it in America
• NIST MEP invested $3.75 million in the multi-agency Make it in America
(MiiA) Challenge.
• Participating agencies included US Departments of Commerce (EDA
and MEP), Labor, and the Delta Regional Authority.
• MEP made 3-year awards to 10 MEP Centers.
• Goal: accelerate job creation by encouraging re-shoring by U.S. firms,
fostering foreign direct investment, encouraging U.S. companies to
keep or expand their businesses in the United States, building strong
supply chains and training local workers.

• Changes in defense spending have implications for:

• In 2013, OEA published a federal funding opportunity (FFO) aimed at
mitigating the DoD’s budget sequestration’s impact on towns,
communities and, suppliers in the defense supply chain.
• To-date, 12 MEP Centers are involved in assisting companies’ planning
and carrying out economic adjustment programs which seek to
stimulate and guide economic development efforts in a community or
region.
