Spatial database of WIS consists of modules (cadastre)
according to thematic areas of water management.
So far, the following modules are implemented:

• Data are mainly collected via statistical water survey questionnaires and
processed to fit JQ-IW.
• PUBLIC SEWAGE SYSTEM
(collect the following data: the amount of waste water by source of pollution; waste water
treatment; the amount of treated and under treated waste water by place of release; the
sewage system)
• EXPLOITATION OF WATER IN MINING AND QUARRYING, MANUFACTURING,
ELECTRICITY SUPPLY AND WATER SUPPLY
(collect the following data: pumping and supply of water; used of water in industry; discharge of
used waste water)
• VOLUME OF WATER PROVIDED AND SUPPLIED AND VOLUME OF WATER LOSS FROM
PUBLIC WATER SUPPLY
(collect data on: volume of water taken by the water supply system from; volume of water
supplied from the water systems, by users and by settlements; water loss during the water
distribution, the number of connections and the length of primary and secondary water supply
system)

Recent major projects- planned changes –
(in statistics and water management)
“Implementation of Sida statistical cooperation”
Through the component Water Statistics were carried out to
improving statistical questionnaires and methodological
standards for conducting these surveys.
“IPA MBP 2011- Component Water statistics”
• IPA was focused mainly onto improvement of data
collection, compliation and transmission to Eurostat
• Additionally assessment of BiH quality water statistics data
was made
• Practical filling of Eurostat / OECD Joint questionniare on
inland waters with calculating missing values
• Practical filling UNSD/UNEP Questionnaire-Section Water

Expectation from the Project „Capacity Building in the
Water Sector“, started 2014
• Assistance in transposition and iplementation of EU water directives
• Capacity building
• Water Information System
Project of Environmental Protection Fund of FBiH „ 2014th year investment in projects”
• These are infrastructure projects for water protection of importance
for FBiH financed and co-financed by credit and grant funds
• The focus of the Environmental Protection Fund goal is to continue to
encourage projects to protect water sources, which includes:
•
•
•
an increase of connection and reduce losses from public water supply systems,
increasing of connection to the public water network,
to achieve good status of groundwater and surface water through the construction,
reconstruction and repair of public sewerage systems and wastewater treatment,
standing out from the Environmental Protection Fund of FBiH.

Challenges for Statistics
• BiH Household Census 2013 data will be available soon,
the first data after 1991
• Agriculture census is planned, containing data on
irrigation. Not clear whether it will take place or not.
• To improve closer cooperation and coordination
between users, stakeholders and statistics in general
• Ensuring proper measures for data users, users should
find what they want easily (research materials for
academia etc...)
• Production of more and more available statistical data
used for environment strategy development ,

Challenges for Statistics
• BHAS needs intense efforts directed towards improving
cooperation with other, primarily Hydrometeorological
Institute and Agencies for Water (since they use
different data formats in reporting water data)
• To create the basis for gathering:
• An additional water data for administrative sources
• Better level of cooperation and eventually special project that
would harmonize present administrative and methodological
approaches.

Actions/ways for addressing the shortcomings
Urgent measures for improve the current situation;
To achieve necessary preconditions for effective implementation of EU directives related to
the water sector, it is essential to undertake, in a short period of time, the following actions:
•

•
•
harmonize laws on waters in accordance with EU directives,
harmonize the obligations and responsibilities of all the institutions / organs to fulfill, the
obligations that BiH must be carried on the basis of international agreements related to
the water sector ,
to hire new staff in the institutions responsible for the management of water resources
in order to reach percentage of employees in relation to total population, which is
common for the water sector in the EU,
prepare master plans for:
• water supply, drainage and wastewater
• treatment plants in Bosnia and Herzegovina
reinforce fiscal discipline for user of water resources in order to efficiently collect fees
which are defined in existing legislation,

 thoroughly agree with the statistical authorities types of information
relevant to the planning and designing of the water sector and method of
processing data
 needs for water accounts (SEEA methodology)
 complete set of high-quality water statistics (balance extent and burden
within institutions)
 To solve general problems with coordination in collecting water data
