Three Major Types of Business
Opportunities at DHS

contracting and subcontracting opportunities is the focus of the
OSDBU)
 Research and Development
 Grants to State and Local Governments (potentially resulting in a state
or local government procurement opportunity)
3
Small Business Acquisition Policy
 DHS small business policy is derived from the Small Business
Act
 Further, DHS small business acquisition policy is a shared
responsibility among all DHS employees involved in the
acquisition process
4
Role of the OSDBU
 The OSDBU serves as the focal point for small business acquisition
matters, and works closely with all DHS organizations to implement
the program.
 The OSDBU strives to create an environment in which small businesses
have a meaningful opportunity to obtain DHS prime and subcontracts.
 OSDBU and small business procurement information: please visit
