Maximizing Enrollment for Kids: Making Medicaid and SCHIP Work Getting to the Finish Line July 17, 2008 The Enrollment Challenge Total: 9.0 million uninsured children 2.9 Million Ineligible for Medicaid or SCHIP 4.4 Million Eligible for Medicaid 1.7 Million Eligible for SCHIP Source: Dubay, L. (Center for Children and Families at Georgetown University) analysis of March 2005 Current Population Survey using July 2004 eligibility rules. Lessons Learned from CKF • State leadership and political will are critical – Greatest success when Medicaid and SCHIP officials with authority to make changes were involved • Simplification and coordination work – Evidence from case studies in Virginia and Arkansas • Infrastructure is needed – Infrastructure and systems facilitate enrollment and retention, or can create hurdles when inadequate to meet demand.
