• A decision was taken to undertake a
full, centralized, web-based
E-Procurement system.
• The system will be implemented in
stages across governmental
organizations.
• The Egyptian Procurement Law #89
issued in 1998 is the major source of
guidance for the E-Procurement
practices.

• A web-based portal solution that allow
electronic communication and
collaboration between the different
stakeholders:
– General public
– Suppliers
– Government organizations procurement
personnel and evaluation committees
members
– Government organizations’ upper
management

It is Composed of 3 subsystems:
– E-Tendering
1. Creating RFP.
2. Publish the RFP on the portal &
sending notifications to suppliers.
3. Supplier can send Questions on the
tender and the buyer can reply
through the portal.

– Central Collective Procurement
1. Each government organization can
send their requisitions to central
organization.
2. Central Organization aggregate the
requisitions and create central Tender.

1. Suppliers enter their technical and
financial offers electronically on the
portal.
2. Committee members evaluate the
offers electronically through the portal.

Project Schedule
• The project duration is 2 year and half.
• The project started in August 2005.
• The E-Tender Portal was launched in
August 2007 (Phase 1).
