Shared European and National State of the Environment - SENSE SENSE-2 outcomes SENSE-2 EEA Project Team 07.03.2013 Outline • SENSE-2: Motivation • SENSE-2: Core project information • Description • SENSE-2 Task Force - participating partners • Project steps – overview and status • Intermediate activities • Technology used • Country feedback and concluding recommendations • Next steps SENSE-2: Motivation • Find and access assessments easily • • • find EEA indicators, assessments and related national material access details on national indicators and assessments access and compare different indicator information: trends, methodologies, publication dates, geographic coverage, time period covered, data sources used... • Effectively visualise indicators for benchmarking purposes and modify relevant parameters • Share environmental content using web-based technologies http://projects.eionet.europa.eu/sense-2-project/ SENSE-2: Project description Purpose: • Make timely environmental information and assessments available by sharing environmental indicators with European (EEA) and national stakeholders - underpinned by the appropriate information technology Contribute to SEIS implementation with a focus on online sharing of information about the state and outlook of the environment Expected outcomes: • Demonstration of linked indicators (catalogue, service, visualisations) • Recommendations for stable infrastructure Project duration: • 1 year: 01.03.2012 – 28.02.2013 SENSE-2 Task Force: Participating partners EEA Project Team • SEIS Support Programme - SES with GAN, IEA and OSE • Core EEA project team of six members and supported by four more members for specific tasks and topics SENSE-2 Country participation: 21 members plus one associated member, 70 experts nominated Austria Finland Norway The former Yugoslav Republic of Macedonia Belgium France Serbia Turkey Bosnia and Herzegovina Germany Slovakia United Kingdom Bulgaria Ireland Slovenia Spain Croatia Italy Sweden Czech Republic Netherlands Switzerland Four project steps: overview and status Concluded (1) Selecting the set of indicators • Setting criteria for the selection • Nine EEA indicators (Core Set of Indicators - CSI) • Indicators from thematic areas: air pollution, biodiversity, climate change, energy, fisheries, water Concluded Concluded (2) Indicator mapping • Mapping national indicators to selected CSI Concluded (3) Implementation and linking (4) Evaluation and recommendations • Stable indicator conceptual schema • Defined vocabulary and link to GEMET • Short report on reflections and recommendations on future development • EEA indicators RDF examples • Countries: RDFs of national indicators (mapped) • EEA demonstration of indicator catalogue • Joint contribution of project members (EEA and countries) • Final delivery: 28.02.2013 • End of project: 28.02.2013 Intermediate activities • Nine EEA CSI indicators are selected: Theme Air pollution Code CSI 001 CSI 002 CSI 003 Biodiversity CSI 008 Fisheries CSI 010 CSI 011 CSI 029/ ENER 026 CSI 033 Water CSI 018 Climate change Energy Indicator name Emissions of acidifying substances Emissions of ozone precursors Emissions of primary particulate matter and secondary particulate matter precursors Designated areas Greenhouse gas emission trends Greenhouse gas emissions projections Primary energy consumption by fuel Aquaculture production Use of freshwater resources • 19 countries provided the list of national indicators to be mapped to the selected nine EEA CSI (being the same or similar) • 14 countries active in technological solutions, discussions and using RDF (Resource Description Framework) Technology used: what and how • Semantic Web: RDF (Resource Description Framework) and Linked Data principles • What is needed • • • • Using shared indicator conceptual model (schema) for assessments and metadata Using shared vocabularies directly or by reference (matching between terms) Writing indicators in RDF Making RDF documents available via URL or in SENSE-2 Project Forum • Country project experience • Few countries generated RDFs automatically from data bases, most wrote RDF documents by hand Selected SENSE-2 recommendations Content • • Establish a shared understanding of the concept of environmental indicators, especially those used in the EEA and Eionet. Do we want to share indicators? Ensure continuation from previous phases (SENSE-1 and SENSE-2) into the future development, in particular within SOER 2015 assessments and SOER Online Infrastructure and technology • • Use of standards and commonly defined agreements in the development and implementation Consider including data used in the indicator assessments as RDF feeds in the next development phase Governance structure • • Interdisciplinary expertise is required, appropriate coordination between participating experts should be established Investigate capacity building with Eionet Next steps • • • Build on the success and utilize the identified potentials Discuss with NFPs, NRC SOE and NRC EIS Coordinate with EEA IMG • Required action from NFPs: provide feedback on the SENSE-2 recommendations, to be used for the planning of the future SENSE • Target: inform about the accepted project definition and kick-off at the June 2013 – NFP and Eionet meeting
