Why?!
One possible reason is that the federal grant size versus number
of grants has a similar power law distribution.
But:
1. That begs the question of why the federal grant size has
that distribution.
2. Federal grants account for only 27% of the
computer equipment.

It is alleged by people who know that Info Technology computer equipment costs
are not included in the indirect calculation with the Feds, because it is not
designated as a research unit!
Research CyberInfrastructure
And recall, computer equipment is just half of the material
resources, and does not touch human or social resources.
It seems that someone should wake up each morning with
Research Cyberinfrastructure as her/his primary mission.
It also is my opinion that that person should report to the
Vice Chancellor for Research, in order to best protect
research interests.
