One possible reason is that the federal grant size versus number of grants has a similar power law distribution. But: 1. That begs the question of why the federal grant size has that distribution. 2. Federal grants account for only 27% of the computer equipment. It seems that someone should wake up each morning with Research Cyberinfrastructure as her/his primary mission.
