Overview of Out of School Time RFPs
• Family League of Baltimore has released a series of RFPs to increase out of school
time opportunities for Baltimore youth. These programs are made possible
through the increased funding identified by Mayor Stephanie Rawlings-Blake and
the Baltimore City Council. The RFPs will support school-year and year-round
programming.
• The RFPs have two over-arching areas of focus:
• New Out of School Time Opportunities for Youth
• OST Programs for K-8 / Total Funding = $775,000
• Supports for High School Youth Programs / Total Funding = $850,000
• Supporting the Newest Community Schools
• Community School Lead Agency for Holabird Elementary
• Comprehensive OST Programs for 6 New Community Schools

New OST Opportunities for Youth
•
Programs Serving Youth in K-8:
• Program models can be comprehensive or single-focused enrichment
• Programs may operate in the community or in schools
• Priorities include:
(1) located /supporting underserved/under resourced communities and
(2) organizations with operating budgets under $1 million
• $775,000 available / grant range $25,000 - $75,000
•
Supports for High School Youth Programs
• Program focus may include youth violence prevention, youth who have experienced
trauma, supporting life skills development, and high quality mentoring
• Programs may operate in the community or in schools
• Priorities include:
(1) located /supporting underserved/under resourced communities and
(2) organizations with operating budgets under $1 million
• $850,000 available / grant range $25,000 - $100,000

Applicant Eligibility
Applicants must:
• Qualify as a nonprofit corporation with 501c(3) status; a for profit
corporation; an organization partnering with a fiscal agent; or a public
entity; AND
• Have a minimum two-year track-record for supporting children, youth and
families, either through:
• The delivery of out of school time programming; and/or
• The provision of direct services to youth and their families.

Applicant Eligibility
Due Diligence Requirements:
• A Certificate of Good Standing with the State of Maryland;
• Most recent organizational budget: AND,
• For grant requests under $50,000, the organization‘s most recently filed
Form 990
• For grant requests over $50,000, an audited financial statement dated
June, 2014 or more recent and the associated management letter, if
applicable.
Other:
• Family League strongly encourages and welcomes applications from
organizations headquartered in Baltimore City

Community School Lead Agency for Holabird Elementary:
• A community school is a network of partnerships between the school an other
community partners that promote student achievement and family and community
well-being through intentional coordination of needed resources and services.
•
Holabird Elementary has completed the action planning process and is seeking a
community partner to coordinate this work.
•
Grant award = $55,000 / $20,000 cash match required
Comprehensive OST Programs in 6 New Community Schools
• Comprehensive OST programs provide students the opportunity to explore new ideas,
build new skills, find new talents, and experience success.
•
Programs may operate in the community or within one of the six schools
•
Total available = $518,400 / Grant Award = $86,400 / $21,600 cash match required
