Need For Master Plan 2021
Delhi is expected to continue growing at a very fast pace.
Delhi’s population estimated to reach 230 lacs by 2021.
Migration into Delhi would continue. Around 45,000 families
estimated to migrate into Delhi every year
.
24 lacs additional flats/houses will be required by 2021 to
accommodate such large population.
That’s why MPD-2021 and proposed Land Pooling Policy.

Concept being called Land Pooling Policy .
Mixed Land Use.
City centers to be decentralized, with development of district
centers.
Freight complexes and directional terminals to come up.
Wide network of Roads d including a new 3rd outer ring road
Mass Transportation System to be Multi Modal.
Development on Walk to the Work concept.
Land Pooling Policy
New policy termed as land pooling policy (LPP).
Land pooling by owners participation as against Land Acquisition
by Govt./DDA in Delhi.
No land will be acquired by DDA now.
A Land owner/ group of land owners can come together to
become a developer entity and construct group housing projects,
subject to LPP regulations.
Land chunks pooled by the owners need not be contiguous.
The pooled land will be surrendered to DDA and in return DDA
will allot one single chunk of Land for construction, within a 5 KM
radius, while DDA will develop the common infra

Why West Delhi is a preferred area
West Delhi will be the centre of industrial and infrastructural
development activities in the next 10 - 15 years.
In MPD- 2021, out of 60,000 hectares - slated for the
development, about 40,000 hectares lie in West Delhi.
Of the total 29 industrial estates notified by the Delhi
government, eight are in West Delhi.
Rising costs of land and non availability in Delhi for commercial
spaces was a major reason why investors were forced to choose
NCR.

opportunity as soon as DDA announces the
implementation of the Policy.
Estimated Timeframe for Completion
and Possession
Expected that DDA will allot the Land in
lieu of the surrendered land in about three
years, after approving and announcing
implementation of the Policy.
Construction is estimated to be completed within
3- 3 .5 years from commencement of construction
after DDA hands over land.
