• Definition of available characters
– Before starting registration testbed in Feb, 2001,
definition of available character set and character
variants were elaborated and published
• Phased introduction
– priority registration
• already registered as traditional domain names
• trademarks, registered names, personal names in full
– concurrent registration
• Selection of the registrant made by lottery system
– first-Come-First-Served registration
• reserved domain names
– governmental organizations, local governments, etc.

– IDN-related RFCs were published by IETF

March 12, 2003
– JPRS sent a mail to ICANN to notify that it would start IDN
registration following the RFC publication on March 20,
expecting ICANN's instantaneous authorization

March 13, 2003
– ICANN posted a document "Standards for ICANN
Authorization of Internationalized Domain Name
Registrations in Registries with Agreements" which went as
• guidelines will be set up for IDN registration
• registries with ICANN agreement must commit to satisfy
the guidelines before starting IDN registration
•
March 17, 2003
– JPRS decided to postpone its service launch as it believed
coordination among registries with regard to such guidelines
was very important for the Internet users
•
March 22-26, 2003
– IDN-RIC's face-to-face meetings during Rio de Janeiro
ICANN meetings to polish the guidelines

March 25, 2003
– In Public Forum in Rio de Janeiro, the content of the
guidelines were generally supported and it was said by an
ICANN staff that the approval of IDN service would start in a
couple of weeks
•
March 26, 2003
– Board authorized President to implement the guidelines by
authorizing registration of IDNs in registries with agreements
with ICANN on the basis of those guidelines
•
March 27 –
– Discussions were continued in IDN-RIC (Registry
Implementation Committee) mailing listJune 10, 2003
– Japanese Government raised an issue in GAC about the
slowness of the IDN registration authorization process

June 12, 2003
– JPRS sent a mail to ICANN president to convey the frustration
of the Internet community and urge ICANN to accelerate the
process of starting IDN registration
– JPRS posted the above mail to places such as ccTLD
community mailing list and JPRS web site
•
June 19, 2003 (PST)
– JPRS sent a mail to ICANN to expressing its commitment to
satisfy the guidelines
– ICANN authorized JPRS to start IDN registration
•
June 20, 2003 (PST)
– ICANN fixed the guidelines and posted it on its web-site
•
July 10, 2003
– JPRS will launch RFC-compliant Japanese Domain Name
registration service
