FirstNet by the Numbers
To provide emergency responders with the first nationwide,
high-speed, wireless broadband network dedicated to public safety
FirstNet becomes Law
PL 112-96
FirstNet Board of Director15 members have
backgrounds in police, fire, sheriff, emergency medical,
city government, and commercial telecommunications.
Governor appoints 1 single Point of Contact and governing
body to represent the state’s interests to FirstNet.
41member Public Safety Advisory Committee (PSAC)
authorized to build
the FirstNet network. Funded by spectrum
auctions through 2022. The first auction netted
of bandwidth has been
dedicated to public safety in the
prime
frequency
range
advises FirstNet on public safety intergovernmental matters.

Consultation & the RFP Process
•(A) REQUIRED CONSULTATION.— “…The First Responder Network Authority
shall consult with regional, State, tribal, and local jurisdictions regarding the
distribution and expenditure of any amounts required to carry out the policies
established under paragraph (1), including with regard to the:
– Construction of a Core and RAN build out

– Adequacy of hardening, security, reliability,

Draft Requests For Proposals
 Complete an open, transparent, and competitive
process for:
– Comprehensive network draft proposals based upon FirstNet
performance requirements and operating standards that may
include the core and RAN components, backhaul, devices,
network infrastructure, deployable capabilities and
