What can I share in this presentation? Show “… research at Silliman University, and examples of and possibilities for collaborations between health sciences students and faculty on international health education and research.” (e-message from Dr. Christina Esperat) Research and Development Center Toward an Integrative and Collaborative Research Program Responding to the Complex Challenges and Potentials in the Tropics Enrique G. Oracion, Ph.D. Director - Research and Development Center Professor - Department of Sociology and Anthropology Silliman University Dumaguete City, Philippines 6200 Research and Development Center Research and Development Center Some Silliman faculty who attended the research seminar by Dr. C. Esperat and Dr. B. Pence in August 2011 Research and Development Center Prof. Florenda Cabatit (Dean-College of Nursing, Silliman), Dr. Teresita Sy-Sinda (Dean- Graduate Studies, Silliman), Dr. Barbara Pence (TTUHSC), Dr. Cristina Esperat (TTUHSC) Research and Development Center Research and Development Center Basics in research program development a. examine current or existing conditions b. identify challenges and potentials Millennium Development Goals (2000-2015) 1. Eradicate extreme poverty and hunger 2. Achieve universal primary education 3. Promote gender equality and empower women 4. Reduce child mortality 5. Improve maternal health 6. Combat HIV/AIDS, malaria and other diseases 7. Ensure environmental sustainability 8. Develop a global partnership for development Research and Development Center Categorization for comparative analysis a. Developing countries 1. Northern Africa 2. Sub-Saharan Africa 3. Western Asia 4. Eastern Asia 5. South-Eastern Asia 6. Caucasus & Central Asia 7. Southern Asia 8. Caribbean 9. Latin America b. Developed countries Research and Development Center TROPICS (Conway & Waage, 2010, p. 8) Research and Development Center Highlights of achievements of Millennium Development Goals (2011 Report) 1. poverty continues to decline in many countries and regions 2. some of the poorest countries have made the greatest strides in education 3. targeted interventions have succeeded in reducing child mortality Research and Development Center MDG (2011 Report)… continued 4. increased funding and control efforts have cut deaths from malaria 5. investments in preventing and treating HIV are yielding results 6. effective strategies against tuberculosis are saving millions of lives 7. every region has made progress in improving access to clean drinking water Research and Development Center Trends in reported MDG achievements 1. improved health funds and conditions 2. improved household economy 3. improved educational opportunities Simple equation on human development: improved household economy is… equal to improved education, which is… equal to improved health condition But much has yet to be done… Research and Development Center Failure to reach the most vulnerable… 1. poorest children were slowest to progress in terms of nutrition 2. women had slim opportunities for full and productive employment Sha Zukang Undersecretary General for Economic and Social Affairs, United Nations Research and Development Center Failure to reach the most vulnerable… 3. being poor, female or living in places of conflict had greater probability to be out of school 4. poor and rural households lagged in advances in sanitation Sha Zukang Undersecretary General for Economic and Social Affairs, United Nations Research and Development Center Failure to reach the most vulnerable… 5. improvement in the lives of a growing number of urban poor remained a huge challenge 6. progress in improved access to safe drinking water was uneven Sha Zukang Undersecretary General for Economic and Social Affairs, United Nations Research and Development Center World Bank also notes uneven progress… 1. slower: goals related to human development (primary school completion, child and maternal mortality) 2. faster: goals more immediately influenced by economic growth or the expansion of infrastructure networks (income, poverty, gender parity at school, access to water and sanitation) (Conway & Waage, 2010, p. 91) Research and Development Center World Bank notes that… Moreover, progress differs significantly across: 1. countries 2. regions 3. income groups 4. institutional status (e.g., gender, locale) Fragile and conflict-affected states lagged behind on all counts (Conway & Waage, 2010, p. 91) Research and Development Center What caused the set back? 1. recent financial market turbulence 2. global economic slowdown What are needed? 1. strong government leadership and policies 2. effective strategies that target the needs of the poor 3. adequate financial and technical support (research is needed here) (Conway & Waage, 2010, p. 92) Research and Development Center Philippine scenario on budget for health: 1. public spending on health is far below WHO recommendation of 5% of GNP (Php 440B vs. Php 43B, 2012)- Health Alliance for Democracy (2011) 2. need to shift more budget from tertiary health services to basic services and public health 3. more budget for MDG catch up plan on where the country is lagging—poverty, education and maternal health Winning the Numbers, Losing the War: The Other MDG Report (2010) Research and Development Center How could we translate these into research program? 1. recognition of the complexities of these challenges (caused by inter-related factors—health, physical, social, economic, political) 2. science cannot function in isolation; must be multi- and inter-disciplinary 3. banking on the potentials of collaboration—more needed because it is responsive to complex realities Research and Development Center Potentials of collaboration: 1. sharing of best expertise 2. availing of resources and partnerships 3. accessing research funds 4. influencing direction of benefits of research and outputs 5. appreciating other disciplines Research and Development Center Silliman 10-point research agenda (2007) 1. Ethics, religiosity and spirituality across generations and spaces 2. Gender articulations, issues on children and the elderly in different contexts 3. Perceptions of and human responses (adaptation and mitigation) to climate change, environmental threats and opportunities 4. Costs and benefits of environmental protection and conservation 5. Governance, peace, justice and social equity Research and Development Center Silliman 10-point research agenda (2007) 6. Innovations, alternatives and complementary methods in the delivery of quality health care 7. Resource management, food security, nutrition and reproductive health 8. Innovations in teaching and promotion of quality education 9. Tourism and heritage (cultural, historical and natural) management 10. Human impacts of and innovations in engineering and information technology Research and Development Center Integrating the research agenda toward a collaborative research program Research and Development Center LIFE as research focus with emphasis on… protecting life and promoting life. Research and Development Center INSTITUTIONAL FOCUS OF RESEARCH FOR DEVELOPMENT (2012) Life: Ensuring the continuing viability of the phenomenon of life on earth EMPHASIS AREA 1 Protecting Life Strengthening the security and safety of life and living on earth EMPHASIS AREA 2 Promoting Life Improving the quality of life and living on earth FOUR INTEGRATIVE TOPICS FOR COLLABORATIVE RESEARCH 1. Research and Development Center Final Notes “Tropics are an important source of resources for developed countries,… but they are more vulnerable and challenged by loss of natural habitats and so on.” Dr. Patrick Christie (UW-SMAE) -learning sites; unique cases and conditions -with pool of trained people; local experts These show the potential of the tropics in a globalized world but whose survival is threatened by environmental and political instability. Research and Development Center But what’s the critical problem? “…little research and capacity development simultaneously considers both social-ecological processes and environmental-economic developmenthealth interactions…” Dr. Patrick Christie (UW-SMAE) This is where integrative research framework is deemed important. Research and Development Center “Research and educational linkages between US academic institutions and policy makers need strengthening.” Dr. Patrick Christie (UW-SMAE) This is why collaborative research at international level is sought for; the engagement can be mutually beneficial. Research and Development Center For Health Research How to have a collective understanding of health care issues and the profession: 1. perseverance to network and pool ideas and resources together from different sectors 2. familiarity with issues on the ground but with a global perspective Dr. Ben S. Malayang III, Silliman President, Keynote Speech 9th Annual National Conference of the Asian American Pacific Island Nurses Association (AAPINA) on March 22 to 24 at Las Vegas, Nevada.
