CONTENTS:

Legal framework and the procedure
for submission of the SOER
• Croatian Environment Agency (CEA) prepares
the SOER (according Environmental Protection
Act, OG No. 110/07)
• all ministries and institutions that were involved in
drafting give opinions/amendments to the draft
• Ministry of Environmental and Nature
Protection delivers SOER to the Croatian
Government
• SOER is submitted regulary by the Government
to the Croatian Parliament every four years
Structure/content and
purpose of the SOER
• indicator based Report: 7 environmental
topics,10 sectoral pressures, 1 chapter with
general information (participants, policy,
investments, inspection…)
• used to assess the achievement of the
objectives of environmental Strategy and Plan,
and Strategies and Planning documents of the
other sectors (energy, industry, tourism,
agriculture, marine, waste management…)
Institutional framework (1)
CEA
• responsible for drafting of the SOER
• coordinator of the drafting process
• source of data - focal point for Croatian
Environmental Information System (44 databases
containing the required data and information)
• creates environmental assessment for a particular
topic / sector and provide an integrated
environmental assessment

COOPERATION - more than 20 institutions
(government bodies, public institutions and other
participant organizations) engaged in
monitoring/data collection/drafting of the SOER:
o Ministry of Environmental and Nature Protection
– air quality data, bathing water quality data,
general information (eg. inspection) etc.
o Ministry of Agriculture - data related to agriculture
and organic farming, data for water management…

o Ministry of Health – environment and health data,
chemicals…
o Croatian National Institute of Public Health drinking water safety data, wastewater quality, surface
water and water for recreation
o Croatian Waters – water management data
o Institute of Oceanography and Fisheries /NRC/ state of marine environment, aquaculture and
fisheries, data of env. pressures on marine ecosys.

o Energy Institute Hrvoje Požar - data of energy
statistics: energy consumption, renewable energy
resources, energy in transport …
o State Institute for Nature Protection – data
required for biodiversity
o Meteorogical and Hydrological Service meteorogical and hydrological data, acidification
and eutrofication elements...

o Croatian Forest Research Institute - data of
forest ecosystems
o State Geodetic Administration – spatial data
o The competent cantonal authorities - data
about pollutants in the environment, projects, etc.
o Croatian Bureau of Statistics – statistical data of

o Scientific institutions (eg. Faculty of Agriculture)
