A S I A P A C I F I C N E T W O R K I N F O R M A T I O N C E N T R E
Motivation and Background
What are ISP confederations?
Arose in response to globalisation of ISP networks Maintain independent allocations concurrently Operate along same structural lines as NIR but very different types of organisation LIR members Members can open separate memberships to achieve same thing A S I A P A C I F I C N E T W O R K I N F O R M A T I O N C E N T R E
Current status
APNIC New confederations suspended December 98 EC decision following problems with policy framework RIPE NCC Do not operate a ‘confederation’ structure Members open separate memberships for separate allocations ARIN Same as RIPE NCC A S I A P A C I F I C N E T W O R K I N F O R M A T I O N C E N T R E
Current Status
Policy framework Multiple open allocations permitted Separate address space into ‘pools’ and utilisation is assessed independently Infrastructure not examined Confederation address request form does not ask for infrastructure or network-plan of members Confederation is assumed to ask this No ‘assignment window’ for confed members No ‘second opinion’ for assignments A S I A P A C I F I C N E T W O R K I N F O R M A T I O N C E N T R E
Current Status
Policy framework Establishing new memberships No formal criteria, each is assumed to need a /20 Initial allocation to members Currently assumed to be consistent with minimum allocation Allocation window Allocations larger than a certain size to members will need a second opinion from APNIC A S I A P A C I F I C N E T W O R K I N F O R M A T I O N C E N T R E
Discussion
Policy framework Inconsistently applied Unfair to members Management Overhead is very high Policy goals not equitably pursued Accountability Conservation Transparency A S I A P A C I F I C N E T W O R K I N F O R M A T I O N C E N T R E
Recommendations
APNIC recommends no new ISP confederations Existing members can either convert to multiple memberships or remain as is If remain as is, propose to implement Assignment and Allocation windows and use apnic 065 form Work with APNIC to modify procedures to ensure a consistent and fair application of policies A S I A P A C I F I C N E T W O R K I N F O R M A T I O N C E N T R E
