Purpose of the chapter 5
 describe the list of characteristics to be attached to each
unit described in chapter 4
 the importance of the different variables, and their
mandatory/optional status
 and classified in different categories :
=> identification characteristics (including identifiers and a way to infer
the type of unit)
=> demographic characteristics (including start and end dates (and
current status)
=> stratification characteristics (i.e. economic variables and their
classification)
=> relationship between units
=> relationship with other registers/data sources
