General Process
• Residency Certificate Reissuance and Renewal
• Residency certificates are undated until you have completed two
consecutive years in the role and have a contract for a third year with the
same employer.
• After you have met the experience requirement, application is made to
OSPI for reissuance.
• Once your residency certificate has been reissued, it will be valid for 5
years from the end of your second year in a school counselor role.
• Consult the Residency Certificate Timeline for details about completing a
Professional Certification program.
• Residency certificates may be renewed for 2 years if you are enrolled in a
Professional Certification program.
General Process
Professional Certificate Renewal
Option 1 – Renew using Clock Hours and/or Credits
• To maintain the validity of a professional certificate obtained before
September 1, 2014, a school counselor must complete 150 approved clock
hours of continuing education study and/or equivalent academic credit
every five years.
Option 2 – Renew using PGPs
• A school counselor professional certificate has a five-year validity date. To
renew the certificate (earned after September 1, 2014), the school
counselor must complete four, one-year Professional Growth Plans (PGPs),
completed since the certificate was issued. Each completed annual PGP is
equivalent to 30 continuing education credit hours and is documented by
completing SPI Form 1128-8. Once completed, you log the PGP in e-Cert as
professional development, so it will be available to the application for
renewal.
Option 3 – NBPTS
Certification
Process
• Renewing a Professional Certificate
• As of September 1, 2014 any educator earning a
professional tier certificate is required to complete 4
annual professional growth plans (PGPs) during the validity
(5 years) of that certificate to meet the requirements for
renewing that certificate.
• Renewing a Continuing Certificate
– Educators who hold a continuing tier certificate may
choose to complete 4 PGPs/5 years, but are not required
to. Educators who earned their professional tier certificate
prior to September 1, 2014 may choose to complete 4
PGPs/5 years, but are not required to.
Why choose PGPs?
• For some educator roles, completing a PGP is
not a choice. (professional certificate holders)
• If it is a choice for you (continuing certificate
holders) there are some benefits to PGPs.
What is a PGP?
• Form 1697 PGP for Certification Renewal is
the template to be used when completing an
annual PGP. The PGP consists of four primary
sections:

PGP Timeline
• Four annual PGPs to be completed during the
5 years certificate validity. All four PGPs must
be completed prior to June 30th of the year
the certificate is scheduled to expire. One
annual PGP is intended to be completed each
year.

PGPs outside WA
• PGPs do not transfer to other states. This is a
Washington State renewal requirement.
• Educators working out-of-state who wish to
maintain a valid WA certificate may complete
PGPs aligned with the career level
benchmarks expected for WA educators.
2 Certificates?
• If educators hold multiple certificates (e.g.,
Teacher, Principal) completed PGPs for one
certificate may be used to meet the renewal
requirement of the other certificates.
• Each completed annual PGP is worth the
equivalent of 30 clock hours. Educators will
use Form 1128-8-ER Annual PGP Verification
to verify completion and determine eligibility
for application to the salary schedule.
• Four annual PGPs would result in a total of
120 clock hours. Educators may wish to
complete additional hours for salary
advancement, but those hours would not
count toward certificate renewal.
Other
• Teachers and Principals may apply the growth
activities from their focus evaluations toward
their annual PGPs.

• Suicide Prevention
– All School Counselors are, as of July 2015,
required to participate in a 3-hour (minimum)
approved training for suicide prevention when
they earn or renew their tier 2 (continuing or
professional) certificate.
