• Decides:
• (1) That detailed planning and implementation of the Marine
Meteorology and Oceanography Programme should form an
integral part of the WMO Strategic Plan, and should assist
Members in arranging for enhanced services provision,
including new operational ocean forecast and warning systems to
be developed in close coordination with users;
• (2) That the Marine Meteorology and Oceanography Programme
should be strengthened and expanded to address new
emerging challenges and issues, especially on disaster risk
reduction, coastal management and climate services;

• (1) The designation procedure for Global Information System Centres (GISCs)
and Data Collection or Production Centres (DCPCs), as endorsed by Fifteenth
Congress (Abridged Final Report with Resolutions of the Fifteenth World
Meteorological Congress (WMO-No. 1026),
• (2) The amendments to the Technical Regulations (WMO-No. 49), Volume I,
Section A.3, as proposed in Resolution 4 (Cg-XVI) – Report of the extraordinary
session (2010) of the Commission for Basic Systems relevant to Technical
Regulations concerning the Global Telecommunication System, data management
and the WMO Information System,
• (3) The recommendation for a Manual on the WMO Information System (WIS)

• (3) To designate those centres listed in Table 3 in the annex to this resolution
for the roles defined in Table 3;
• (4) To conditionally designate those centres shown in Table 4 in the annex to
this resolution, subject to demonstration of meeting the pre-operational
compliance requirements of the Commission for Basic Systems (CBS)

Data Collection or Production
Centres (DCPC)
• Centres that fulfill within specific WMO Programmes an international
responsibility for the generation and provision for international distribution
of data, forecast products, processed or value-added information, and/or for
providing archiving services, are referred to as Data Collection or
Production Centres. DCPCs can also provide basic WIS functions such as
metadata catalogues, Internet portals and data access
management. Examples of DCPCs are the Regional Specialised
Meteorological Centres (RSMC) with activity specialisation or geographic
specialisation, as well as the Regional Climate Centres. DCPC roles can be
summarised as follows:
• Collect information intended for dissemination to NCs within its area of
responsibility (i.e. regional collections)
• Collect special programme-related data and products;

• Produce regional or specialised data and products;
• Provide information intended for global exchange to their responsible
GISC;
• Disseminate information not intended for global exchange;
• Support access to their products via WMO request/reply (”Pull”)

• Describe their products according to an agreed WMO standard and provide
access to this catalogue of products and provide this information as
appropriate to other centres, in particular a GISC;
• Ensure that they have procedures and arrangements in place to provide swift
recovery or backup of their essential services in the event of an outage (due
to, for example, fire or a natural disaster);
• Participate in monitoring the performance of the system.
