我认为,今天的焊接国际论坛找了一个很好的主题,如何在全球
经济趋于一体化的时候“创新做强”,这也正是我们大部分中国企业
家目前感到困惑的课题。
In my opinion, today’s International Forum of welding has a very good
theme, how to "innovate and become stronger” in the economic globalization,
this is very issue that troubles most Chinese entrepreneurs at present.
战略目标和愿景
组委会给我的论题是:如何“创新做”、促进企
业发展模式的转变。其实,我觉得,虽然瑞凌股份在
中国焊接行业内率先实现在A股上市,但目前所取得的
成就还是很有限的,离我们企业的战略目标和愿景的
实现,还有相当大的距离。
Organizing Committee gave me the topic: how to "innovate
and become stronger" so as to facilitate the transformation of
business development model. In fact, I think, though Riland
share is in A appear on the market, which is in the lead to
other welding enterprises in China, but the achievements we
have obtained are still very limited, there is a considerable
distance to achieve our strategic objectives and visions.

Based on China's economic realities and the future direction of development, Chinese enterprises must possess
outstanding to step onto the world stage, which includes the company's core technology, management capability,
organizational learning, customer knowledge and marketing knowledge, core competence is the key for enterprises to
reaching the top of the field and achieving sustainable development. Looking into the changes in business strategy of
American manufacturing industry in the past few decades, we can see the direction of development of Chinese
enterprises. In 1960s, Economies of scale ranked first; in 1970s, price ranked first; in 1980s, quality was the first; in
1990s, market response speed was the first; and in the 21st century, innovation is the first.

造强国,担当了世界工厂的角色,因为我们没有核

持续创新的管理机制,没有将自主创新战略很好地
实施下来,在全球化的经济时代,在时代感和空间
感面前,迷失了方向,满足于短暂的成绩,停留于
某个舒适区域内,缺乏创新造成的问题,直接表现
到国际市场和国内市场上,就是中国企业习惯于同
行的价格竞争。
不过,值得欣慰的是,
中国焊接行业经过洗礼之后,
已经走上了规范企业管理、
借助资本市场力量发展做强

However, the good news is,
with the aid of capital market, our
Chinese welding industry has
embarked on a way/the fast lane
of standardized business
management to develop and
become stronger!
We often say China is a big manufacturing country,
but not a powerful one; we play the role as a world factory,
because we do not have core technology and our
enterprises have no core competencies. In fact, this is
due to lack of management mechanism which can
facilitate continuous innovation for enterprises in the
increasingly competitive market, besides, independent
innovation strategy have not been implemented
thoroughly. In the era of globalization, we lose our
direction and feel complacent with the short-term
achievements, stay in a comfort zone, lack of problems
caused by innovation, in the international market and
domestic market, the direct expression is that Chinese
enterprises are accustomed to price competition among
their peers.
今天,我与大家交流的,就是瑞凌股份在企业创新、增强核心竞争力上的一些
探索和实践,这也是我和我们瑞凌团队在企业经营过程中的一些集成和总结,希望

企业的经营理念是企业创新做强的发动机、方向盘。
怎么看待企业创新做强?是当作目标,还是当作发展的
副产品?是为利润而创新,还是为发展而创新?看法不
一样,差别会非常大。一个企业的经营理念正确与否是
对企业的生产、发展有重大的影响。
Business philosophy is the engine and the steering wheel that
drive the corporations forward. What is our attitude towards
innovation? Is it a target, or as a by-product of development? Is
Innovation for profits, or for development? Different views lead to
different results. The business philosophy has a significant impact
on the production and development of the enterprises.
瑞凌股份秉承“卓越经营、创新改变”的经营理念,
以经营目标为主线,以效益为中心,以市场开拓为先导,
以技术的持续自主创新为驱动,以强化管理为保障,充

Riland shares adheres to the operation philosophy-"

战略谋划是企业的灵魂,企业的战略管理是为了树立企业的发展使命和目标,进而明确企业
的战略路径。在现实中,长寿企业往往是那些面对环境变化的挑战和机遇,能保持敏感性并做出
及时反应的企业。这些企业通常是及时预见环境的动态变化,先期调整自己,并在环境条件开始
发挥作用时,能够趋利避害,因时因地调整企业的战略,及时恰当地顺时而动,从而顺利地赢得
发展。因此,企业创新做强,要着眼于长远发展,必须创新战略思维,加强战略管理。
Strategic planning is the soul of the corporation, strategic management is to establish the business
development mission and objectives, and thus figure out the enterprise's strategic path. In reality, the long-lived
companies are those who are sensitive to the challenges and opportunities brought about by changes and can
give timely response to them. These enterprises usually can make timely prediction of the dynamic change of
environment, adjust themselves in advance, and when the environment changes, it can draw on advantages
and avoid disadvantages, adjust the corporate strategy so as to win development successfully. Therefore, to
innovate and become stronger, we should focus on long-term development, innovate strategic thinking and

面对经济全球化和信息化的趋势,
特别是全球制造业持续向中国转移后所
面对的世界跨国公司的挑战。企业战略
创新首先是指企业战略的制订和实施要
着眼于全球竞争。今后企业的竞争态势
将是国内竞争国际化和国际竞争国内化,
因此,任何企业的战略都必须放眼全球;
另一方面企业战略的制订和实施要在捕
捉外部环境机遇的基础上更多地立足于
企业核心竞争力的形成。
Confronting with the economic
globalization and information technology
trends, particularly challenges posed by the
transnational corporations due to the transfer
of global manufacturing to China, the
development and implementation of corporate
strategy should focus on global competition. In
the future, enterprises must adapt to the
trends of Domestic competition
internationalization and International
competitive domestic zed, therefore, our
strategy should be global-oriented; on the
other hand, the formulation and
implementation of the enterprise strategy not
only lies in capturing external environment
opportunities, but also in forming the core
competitiveness of the enterprise.

调整组织结构
Adjusting the organizational structure
组织结构是实现企业经营战略的保证。
由于科学技术的飞速发展和市场的瞬息万
变,使得企业的运转节奏大大加快,要求
企业保持高度的机动灵活性,而国际互联
网和企业内部网的广泛应用,又使得传统
的组织结构难以适应时代的要求。为此,
必须调整和创新组织结构。
organizational structure guarantees the
implementation of business strategy. As the rapid
development of science and technology and
constant changing conditions of the market, the
pace of business operations is greatly
accelerated, requiring enterprises to maintain a
high degree of flexibility; the ubiquitous use of
Internet and intranet also makes it difficult for
traditional organizational structure to meet the
requirements of the times. Therefore, we must
adjust and innovate the organizational structure.
Goals for organizational structure adjustments:
调整组织结构的目标:
一是扁平化,即通过破除传统的自上而下垂直多层的结构,减少管理层次,压缩职能机构,增
加管理幅度,建立一种紧缩的横向组织,加快信息传递和反馈的速度,以提高管理效率,目前瑞凌
股份只有三个管理层次,即高层、中层和基层,扁平化地组织结构减少了沟通的障碍,杜绝了官僚
机构的产生,使公司各个部门充满了勃勃生机;
One is flat, namely, through breaking the traditional top-down vertical multilayer structure, reducing management
levels, compressing functional organizations, increasing management amplitude, establishing a tightened horizontal
organization, accelerating the transfer and feedback speed of information, management efficiency is improved.
Currently, Riland has only three management levels, the upper/high, the middle and the grass-roots, a flat
organizational structure reduces the communication barriers and prevents the existence of the bureaucracy, thus
the whole company is full of vigor and vitality;
二是柔性化,即通过建立为完成特定任务而成立的横向系统来摆脱原有组织形式束缚,这个横
向系统与原来的垂直领导系统就组成了矩阵,实现灵活性与多样性的统一,以增强企业适应内外环
境变化的能力。
The second is flexible, that is, set up a horizontal system to accomplish specific tasks in order to get rid of the
organizational constraints of the existing forms, the horizontal system and the original vertical leadership system
comprise the matrix, achieving the integration of flexibility and diversity to enhance the company’s capacity to adapt
to internal and external environment change.

培养核心技术
Cultivate Core Technology
企业要形成核心竞争力,关键是要有核心技术,
有了核心技术,才能使企业形成专业优势从而提高
效率、降低成本、占领市场先机,微软、英特尔都
是靠核心技术发展起来的。而核心技术的培养必须
立足于创新,立足于企业自身实际优势的创新,不
断形成专利、专有技术。
To strengthen core competitiveness, the key is to have
core technology, once the enterprise has the core
technology; it can possess professional advantages so as to
improve efficiency and reduce cost, seizes the opportunities
and win the market. Core technology plays a decisive role in
the development of Microsoft and Intel. The cultivation of
the core technology must be based on innovation, based on
the innovation of enterprise's actual advantage, constantly
developing patent, proprietary technology.
我们认为,在培养核心技术能力上,一方面要加大研发投入,瑞凌股份近年来每年研发投入占销
售收入的比重均在3.5%以上,用于建立高标准的研发中心,加快消化吸收国外先进技术的速度,加强
自主技术研发的力度,使企业真正成为创新主体;另一方面通过合作开发来获得技术优势,积极与相关
院校、国家重点实验室、业内知名公司合作,开展行业技术的前瞻性研究,加快企业技术开发的速度,
降低企业单独进行研发所带来的技术风险。
We believe that there are two essential elements for the cultivation of core technical capabilities, on the one hand,
increase the research investment, in recent years, the R & D investment of Riland accounts for 3.5% of the annual sale,
the fund has been used to establish high-standard research and development centers, which can speed up the
digestion and absorption of the advanced foreign technologies, strengthen independent R & D efforts, thus enable the
company to become the creative subject; on the other hand, obtain technological advantages through cooperation, we
can actively cooperate with the relevant institutions, the State Key Laboratory, leading companies in the same industry,
conducting prospective study the industry technology, accelerating the speed of technological development, reducing
the technology risk brought about by doing research alone.
但一个企业的自主创新,绝不等于盲目创新、
闭关创新,企业核心技术的培养一定是在与市场需
求结合的前提下,再实现比同行品牌再往前领先一
小步。因此,我要求企业的研发人员必须时刻关注
焊接行业的最新发展动态,及时掌握市场和客户需
求的变化,通过客户反馈的信息不断对产品进行技
术升级,了解潜在的市场需求,开发适销对路的新
产品。
But the innovation of an enterprise does not mean blind innovation or
retreat innovation, the cultivation of a company’s core technology must be
oriented by the market demand, and then step forward and being the lead in
your industry. So R & D staffs must always pay attention to the latest
developments in the welding industry, grasp changes of the market and
customer needs, constantly upgrading the products through customer
feedback, predict the potential market demand, develop new marketable
products.

Establish people-oriented culture
企业文化是企业凝聚力和活力的源泉,它渗透于企业经营
管理的各个环节,支配着企业全体员工的思想和行为。有企业
家说:“三年的企业靠运气、五年的企业靠老板、十年的企业
靠管理、二十年的企业靠文化。”可以说,企业文化是企业的
灵魂,是企业实现创新做强、持续发展的保障。
Enterprise culture is the source of enterprise cohesion and vitality, it
permeates every link of the business management, dominate enterprise
staffs’ thought and behavior. An entrepreneur once said: “a three-year
enterprise depends on luck, a five-year enterprise depends on the boss,
a 10-year enterprise depends on the management, a 20-year enterprise
depends on the culture.”the corporate culture is the soul of an
enterprise, is the safeguard for an enterprise to innovate and achieve
sustainable development.
在21 世纪这样的知识经济时代和战略竞争时代,人力资本将逐步取代金融资本而成为
战略资源。知识经济的竞争,最终将是人才的竞争。同时,经济全球化会加强国外焊接巨头
对国内优秀人才的争夺,外国资本和跨国公司进入中国市场后对各类人才不拘一格的争夺将
会成为我国企业能否生存的最大威胁。因此,必须改变传统的以物为本的企业文化,建立以
人为本的企业文化。
21st century is the era of knowledge economy and strategic competition, human capital will gradually
replace the financial capital to become the strategic resource. The knowledge economy competition will
ultimately be talent competition. Meanwhile, economic globalization will strengthen the foreign welding
giants’ effort in scrambling for Chinese talents, after foreign capital and multinational corporations entering
the Chinese market, the contention of all kinds of talents will be the biggest threat to the survival of
national enterprises. Therefore, we must change the traditional material-oriented corporate culture, and
establish a people-oriented corporate culture.

用好、用足政府扶持政策
Make full use of government support policies
企业的发展,离不开良好的外部环境。政府的引导和
扶持是企业成长壮大的有力助推器,适度的政府支持是企
业创新做强的必要条件。
A favorable external environment is indispensable for the
development of enterprises. Government guidance and support is a
powerful booster for business growth and expansion, moderate
government support is a necessary condition for enterprises to
innovate and become stronger.
近年来,各级政府为了扶持企业成长与发展,鼓励企业开发技
术改造、科技创新、产业结构调整以及节能环保,制定了许许多多的
法律和政策,对企业进行政策扶持、奖励和退税、免税。逆变焊割行
业具有节能环保、投入少、产出高等特征,有助于经济增长方式转变
和产业结构升级,是国家和各地政府重点扶持的对象。可惜很多企业
负责人埋头搞经营,忽视了对这些法律、政策的研究和利用,从而浪
费了一笔不小的资源。
In recent years, to support business growth and development and
encourage companies to develop technological transformation, technological
innovation, industrial restructuring, energy conservation and environmental
protection, governments at all levels formulate a plethora of laws and policies to
support enterprises, such as incentives tax rebates, and tax-exemption. With
features such as energy conservation, low investment and high output, Inverter
welding and cutting industry contribute to the transformation of economic growth
pattern and upgrade of the industrial structure, therefore, our industry is
vigorously supported by state and local governments. Unfortunately, many
business executives neglect the research and utilization of these laws and
policies, and thus a relatively moderate resource is wasted.
我认为,如果企业负责人把很大一块精力用于
研究这些法律、政策,固然会得不偿失,但如果完
全忽视这笔资源,也十分可惜,瑞凌的办法是,在
企业管理层内,指定一二人专门关注这些法律、政
策透露出来的信息,结合自己的企业特点,申报合
适的政策扶持、减免税、奖励等项目,用好、用足
政府资源,推动企业快速发展。
I think, if the executives put a lot of energy to study
these laws, policies, can certainly not worth the cost, but if
we completely ignore the resources, it is also a great pity,
Riland’s approach is, in the enterprise management,
assign1or 2 people to pay special attention to the message
revealed from these laws, policies, declare the right policy
support, tax reductions or exemptions, incentives or other
projects based on their enterprise characteristics, make full
use of the government resources, and promote enterprise
rapid development of enterprises.
