1122 PROGRAM BACKGROUND
The FY 1994 National Defense Authorization Act
authorizes state and local governments to purchase
law enforcement equipment suitable for counter drug
activities through the federal government. The
program affords state and local agencies the
opportunity to take advantage of the discounts
available to the federal government due to its large
volume purchases. By using this system, law
enforcement activities will be able to obtain materials
which are especially valuable to the drug interdiction
mission, and at the same time, stretch their budget
dollars.

1122 PROGRAM OVERVIEW
 1122 – State and local governments may purchase law
enforcement equipment suitable for counter drug activities
through DoD and GSA.
 1033 – Transfer excess DoD personal property and small arms to
federal, state, and local LEAs (Law Enforcement Agencies) with
special emphasis given to counter-drug and counter-terrorism
activities.
 803 – State and local government may procure anti-terrorism
technologies and service through DoD and DHS.

1122 PROGRAM EXPANSION
 Section 885 of the National Defense Authorization Act
(NDAA) for Fiscal Year 2009 modifies section 1122 of
the 1994 NDAA.
 Section 885 broadens the 1122 program to permit
State and local governments to purchase equipment
through the Department of Defense and General
Services Administration for homeland security and
emergency response missions in addition to counterdrug missions.
 The new legislation expands the variety of equipment
available to a larger customer base of responders.
