The main objectives of the
Cluj County School Inspectorate







To ensure coherence between the national strategy and local
education process;
To develop the implementation of local and regional
programs;
To set up public education units – kindergartens, primary
schools, gymnasiums and art and trades schools;
Together with the local public administration, to ensure high
educational standards, as well as the development of the
material resources in all schools, according to the present
national standards;
To supervise, monitor, support and evaluate the activity of
teachers of all subjects at pre-university level
To organize in-service teacher training courses for school
teachers and managers in collaboration with the Teacher
Training House
To develop curricular and extracurricular projects and
activities at the local, regional, national and international level

To monitor the organization and operation of the preuniversity education network and to inspect schools;

To ensure compliance with the law in the organization,
management and provision of education;

To set up public education units – kindergartens,
primary schools, gymnasiums and art and trades
schools;

To propose to the Ministry of Education the local
school network under their jurisdiction and the
students’ enrolment plan;

To ensure, jointly with the local public administration, school
attendance for the duration of compulsory education;

To ensure that schools are adequately staffed with teachers
in accordance with the provisions of the Teaching Staff
Statute;

To organize and guide the teaching staff's continuous
training and professional development, research work and
other complementary activities in pre-university education;

To ensure, jointly with the local public administration, the
educational conditions as well as the development of the
material resources in all schools, according to the national
standards;

To coordinate admission competitions and graduation
examinations in education units, as well as other school
competitions;

To monitor all pre-university education activities and services
provided by economic agents, foundations, associations,
religious denominations and other natural persons or legal
entities in the area under their jurisdiction;

To identify any infringements of the law and take such measures
as the law provides;

To coordinate and guide the activity of libraries in the education
units under their subordination;

To coordinate and monitor the activity of the Teaching Staff
House.

How?
Phases of the school inspection
Selection of the school, establishment of the objectives of the inspection and
nomination of the inspection team
Pre-inspection activities:
•in school: meetings of the inspection team coordinator with the director and the teachers’ council to inform
on and to plan the inspection
•in CSI: meetings of the inspection team to establish roles and to plan the activities
Inspection activities:
•school’s documents analyze
•lessons observation (55% - 65% of the total time spent in school by the inspection team)
•group discussions (personnel, parents, students)
•regular meetings of the inspectors
Post-inspection activities:
•verbal report of the inspection team coordinator to the director, heads of departments and inspected teachers
on the preliminary results of the inspection
•written report of the inspection team on the results of the inspection
•verbal report of the director to the administration council and the parents, based on the inspection’s written
report
•improvement plan elaborated by the director and approved by the inspection team coordinator
