Aeronautics Budget FY 2010-11
• FY 2010/2011: No funds were available for:
– Annual Credits, Airport Improvement Program (AIP)
Matching, and A&D Grants.
– $4.0M transferred to General Fund (GF)
– Honored grants approved prior to July 1, 2010
– Revenue decreased from $7.0M to $5.2 M.
• FY 2011/2012: No proposed “transfers” to GF this FY
– Elimination of overtime and travel restrictions impair
our ability to conduct airport safety and FAA 5010
inspections & other non-core activities
– “Budget drill” decreased staffing 5% (1 PY)
– Governor’s Furlough Program to end October 31,
2011 for most employees.

Commission’s (ALUC) to better understand
the funding programs available.

Airport Loan Program
• Loan Funds: Available on a first come, first
served basis.
• Eligibility:
1. Cities, counties, and airport districts.
2. Most projects that benefit the airport are eligible,
especially revenue-generating.
3. Local Match for Airport Improvement Program
(AIP) is eligible.

State Aviation Legislation
•Status of key aviation related bills effective August 26, 2011:
•SB 619, State Senator Fuller-Bakersfield, District 18 (private postsecondary act, exemptions)
This bill provides an exemption from the regulatory jurisdiction of the Bureau of Private
Postsecondary Education (BPPE) to flight instructors and flight schools who do not accept payment
for their services in advance.
The latest-This bill passed in the Senate and Assembly and will now make one more visit to the
Senate for concurrence before it’s sent to the Governor. Last amended on July 7, 2011.
•AB 511, Assembly Member Yamada-Davis, District 8 (aviation)
This amended bill would add a section to the State Aeronautics Act. It would provide requirements
for marking and lighting meteorological evaluation towers that are erected to gather wind data over a
period of time at locations where wind energy facilities may be built.
The latest-This bill is now marked as a 2-year bill because it did not make a critical legislative
deadline. It may be heard again in legislative committee hearings in early 2012, but not until then.
•SB 446, State Senator Dutton-Rancho Cucamonga, District 31 (airports)
This legislation would establish the Ontario International Airport Authority and require the transfer of
management and operational control of the Ontario International Airport from the City of Los Angeles
to the authority. Ongoing discussions and potential litigation.
The latest-This bill is now marked a 2-year bill because it did not make a critical legislative
deadline. It may be heard again in legislative committee hearings in early 2012, but not until then.

2011 California Airport Land Use
Planning Handbook Update
Revised edition provides:
• Update for changes in law and regulation.
• Update accident data and revise discussion of risk and
safety zones.
• Additional guidance on infill development.
• Provide more “self help” and templates for ALUC staff
and commissioners, particularly for small jurisdictions.
• Incorporate additional guidance for California
Environmental Quality Act (CEQA) compliance.
• Provide information on NextGen and implications for
future airport land use compatibility planning.

2011 CALUP Handbook Update
• “Train the trainer” materials on 2011 Update for
Caltrans staff.
• Enhanced public participation included: Technical
Advisory Committee (TAC), three public meetings
(dispersed throughout the State), and online review.
