APDI welcomed the dignitaries and
participants at 9th Security Skills & leadership
Summit.
In his inaugural address, He said “I am pleased
to report that the PSS is growing at the rate
of 22% as reported by Ernst & Young and this
sector is expected to become Rs. 800 billion
industry in the year 2022 which is an amazing
factor addressing our nation’s sustainable
growth. Our capacity gainful employment for
lakhs of rural youth has given us unique
distinction of being largest employment
providers of the country. You will also be
happy to know that this sector is the single
largest contributor of corporate tax to the
national exchequer.
He further added “There are few clauses in
the PSARA which are quite painful which are
causing a sense of insecurity to those who are
creating safe and secure environment to the
society at large. The licensing processes and
approach of State Controlling Authorities have
be made Sector friendly. Recently a meeting
of all the State Controlling Authorities was
convened by the Additional Secretary MHA in
which we highlighted our concerns. We hope
these issues are addressed at its earliest and
relief is granted by the concerned
department.
Our major issue of SERVICE TAX is yet to be
resolve by the Finance Ministry which is
almost throttling our industry. Your timely
intervention will surely bring relief. This year
the Security Sector Skill Development Council
set up under the National Skill Policy and
monitored by the National Skill Development
Council, has trained more than 130000 youth
under the STAR Scheme as per the parameters
of National Occupational Standards. But
unfortunately they are yet to be categorized
as “SKILLED WORKERS “for their entitlement
to appropriate wages. We should take up this
matter with Ministry of Labour and
Employment so that rightful wages are given
to Trained and skilled security guards. We
must make all efforts to make security as an
attractive employment avenue for rural and
urban poor. These initiatives of MHA, which is
our Nodal Ministry, will have very positive
impact on the growth of the PSS.

INTO ORGANIZED SECTOR
Our Chief Patron Maharaja Bhanu Prakash
Singh Ji congratulated CAPSI & APDI for
organizing 9th Security Skills & Leadership
Summit 2014. In his Address he gave a term
TRIMURTI to CAPSI, APDI & SSSDC and said
“Each of these has to get its act moving and
the moves have to be made now. While each
of the three has to engineer its own success
route they have to synergize their energies for
the sectors’ gains. It is indeed a boon that
these synergies and activities are under a
unified command and operating as a cohesive
force. I am positive that the Private Security
Sector recognizes the opportunity and will go
all out to support the Trimurti with abundant
act. Each move has to be coordinated,
balanced and fine tuned for meeting the
objectives of the Act and the business, he
added.
He further added “The Ministry of Home
recently going to hold all India meet of the
Controlling Authorities for assimilation of
feedback and data. I am sure that the MoH
would deliberate on constituting a joint
consultative platform with CAPSI from where
the sector’s progress could be tracked and
regulatory checks and balances formulated”

The Private Security Agencies (Regulation) Act,
2005 and its progression across the various
states throw up a gamut of challenges both
for the regulators and the regulated. The
transformation of the unorganized sector into
an organized one brings the PSS to a trapeze

His Excellency Shri Shivraj Patil, Hon’ble
Governor of Punjab was the Chief Guest of the
Valedictory & Award function. In his Address
he stressed the need for incorporating
changes in the PSAR Act, 2005 based on
experiences over the last nine years.
He also congratulated the Lady Security
Guards who have been trained by SSSDC
under the projects Training the Tribal.
He mentioned that when we talk about the
security of the country, then it lies with
Defense Ministry and Paramilitary Forces.
Security officers work more than the Defense
Forces and paramilitary forces. Internal
security is being taken care by Police and
Paramilitary forces. Besides the Para military
forces are on the borders with Defense forces
too. We have noticed that our country is
progressing and more progress will usher in
coming years. We have achieved a lot as a
country but still there is lot to achieve. You all
will be surprised to know that we just have
14000 police stations in the country for
6,50,000 villages. He questioned the
audiences by asking ‘why the responsibility of
the security of the nation should be expected
only from the government? Why not from
PSS?
He appreciated CAPSI by saying “The ability to
train

commendable. Employment opportunity is
what you are providing to people of this
country. I want CAPSI to work more on it”.
PSS is going to be a booming industry very
soon as the country is progressing fast. This
work of providing security is immensely big
responsibility. This should be followed by law.
In the end he concluded that with right
leadership and holistic approach PSS can
march towards enormous progress.

HOME MINISTRY WILL SUPPORT CAPSI INITIATIVES

Addressing the gathering during 9th Security
Skills & Leadership Summit 2014, Hon’ble MOS,
Ministry of Home Affairs Shri H P Chaudhary
said “The Private Security Sector or PSS has
today rightfully attained its stature and is today
considered to be an important contributor to
India’s march towards its global leadership
position. The PSS comprises those who provide
security for people and property under contract
arrangement for profit. The nationwide
development and growth can be best served in
terms of security when the private security
sector is effectively regulated and fully
accountable.
The government’s role in effective regulation
has first to be a structured programme directed
at mobilizing maximum members of this
unorganized sector into an organized sector. I
understand that with the enactment of the
Private Security Agencies (Regulation) Act, 2005
this objective was initiated but is yet to reach
fulfillment. The sector players have been slow in
joining the mainstream and I am afraid that
their waiting and watching from the sidelines
may isolate them from the projected

momentum that the organized sector is set to
gain. At the same time one cannot advocate
over regulation for those within the ambit of the
rules as a zealous approach may result in
strangulation instead of regulation of the sector.
It is therefore imperative that balance be the
keyword and regulating authorities adopt a
tempered approach towards directing a
progressive and developmental policy to ensure
growth and business continuity of this vital
sector.

BUILD POSITIVE PATHWAYS FOR TRIBAL YOUTH-JUAL ORAM
Mr. Jual Oram, Minister of Tribal Affairs
applauded the role of PSS in nation building
and contribution to the internal security of
the country in his address during the 9th
Security Skills & Leadership Summit 2014.
He said “About 8.2% of total population of India
has been classified as ‘Scheduled Tribes’ according
to the 2001 census. The tribal wealth is
widespread across India with main concentrations
in four regions. The northeast has a strong
presence. A fair majority inhabits Central India
spread from Gujarat to Bengal. In MP,
Chhattisgarh and Odisha the tribal’s account for
20% of the population while in Jharkhand, W.
Bengal, AP, Gujarat and Rajasthan they range from
4 to 15 percent. The third region extends from
Kashmir to Sikkim and the fourth is sparsely across
the south of India.”
It is also a paradox that though majority tribes
inhabit most resource rich regions yet many of
them live in impoverishment and isolation from
the mainstream society. The government policies
for development of the tribal regions and its
inhabitants have been guided by the objectives to
eliminate exploitation, to speed up social and
economic progress, to advance education and
training facilities and to promote and improve the
sustainable capacities. Right from the inception of
the Integrated Rural Development Programme in
1978-79, efforts have been made for wage
employment expansion under various national
and state programmes.

Shri Rajiv Pratap Rudy, Hon’ble Minister of
Skill Development & Entrepreneurship &
Parliamentry Affairs graced the occasion and
complimented the role of organization in
enhancing quality in training and certification
of the work force.
He said “The Private Security Sector (PSS) is
one of the most important sectors of our
economy. It not only generates employment
for masses but also closely linked to National
Security. Considering that the workforce of
the PSS is larger than the sum total of entire
security apparatus of the government i.e. the
armed forces, central police organizations and
state police, it can act as an effective force
multiplier to security forces, particularly the
police, if adequately trained and motivated.”
Five Assessment Bodies and creating various
Protocols, is indeed laudable. He praised
SSSDC for training almost one lac fifty
thousand Security Guards, which includes
almost 30,000 from tribal areas by adherence
to a systematic process evolved by Council.
He assured that the Government is in full
picture of pressing demands of the industry
for higher wages and categorization of its
workforce as “Skilled Worker”, which are
significant issues for quality and morale of
security personnel.
He applauded the efforts of SSSDC in creating
the desired eco-system by formulating the
National Occupational Standards, Curriculum
&Courseware, training of 1400 Trainers & 400
Assessors, accrediting 250 Training Providers,

ENSURE PSARA COMPLIANCE FOR OUTSTANDING GROWTH

(PM), MHA graced the occasion with his
presence as Guest of Honour.
The first issue that he appraised the gathering
about was the recent meeting of all Controlling
Authorities of States and Union Territories at
Delhi. Such meetings had not been held for
quite some time. The meeting, he felt, was
extremely useful and served the purpose of
getting everybody to appreciate the priorities
that need to be addressed as far as the PSS is
concerned.
Training, he opined, was a critical issue. He
acknowledged the positive reports he has
received of SSSDC’s role in the area.
Personally, it remains one of his key result
areas and an important focus for the industry.
Wages were his next issue. He considers
higher wages as not essentially a welfare issue
alone but one linked to professional standards.
Today, the PSS, because of its low wages is
definitely not the first option for young men
and women. The development of the NOS has
been a boon in the quest for better training in
the industry.
He is fully apprised of the problem of
verification of antecedents that is being faced
by the industry. However, a database is under
preparation which will have a provision of
access by concerned authorities of all states.
Once operational, this database would
definitely provide some advantage. The
requirement of Directors to be verified by
multiple-states is also one his concerns and
focus. Time bound verification is one of his
objectives. The database would not only ease
the problem for verification of Directors, but
also be of use in the antecedent’s check of
Security Guards. He was of the opinion that a
constructive partnership between the Police
and the PSS is a must. It would aid in law and
order maintenance and prevention of crime.

ATUL BHATNAGAR APPLAUDED THE INITIATIVES OF SSSDC IN
SETTING STANDARDS FOR PSS
Mr. Atul Bhatnagar, COO- NSDC started his
talk by reminding the audience of the fact that,
“Private Security Sector finds a place in the
industry canvas as a full blown industry which
is growing steadily, day-after-day….. There
are more Security Guards than the number of
Policemen we have in the country.”
He further added “By the year 2020 the
industry is estimated to post a capital
investment of Rs 1500/- billion. Its current
manpower strength of 7 million as set to grow
to 11.8 million in the same period. The
industry is being acknowledged as a force
multiplier for the law enforcement agencies.
The rise in crime and growing insecurity of the
common citizen further spurs its growth”
Among the states where the demand for the
industry is likely to be greater in the days
ahead are Karnataka, Andhra Pradesh, Tamil
Nadu and Kerala. The cities that will require
the services of this industry more include New
Delhi, Mumbai, Chennai, Pune and
Chandigarh. In fact States and cities pursuing
vigorous growth will need more and more
deployment of Security Guards. As it stands, it
is already the 2nd largest employer in our
country.
The SSSDC has done a commendable job in
the past couple of years since its raising. It has
standardized the training of the industry in the
country.
By
evolving
the
National
Occupational Standards, the industry and the
principal employers are both aware of the
standards to be expected in the functional
discharge of duties of the rank and file of the
PSS.
SSSDC has also got involved in the various
schemes of the Central and State
Governments. The Training of Trainers
programme run by the SSSDC has
successfully provided a growing pool of
instructors to the industry. It has also brought
about standardization in the assessment
process. Third party assessment is now the
norm and a pool of trained trainers and
assessors have brought about greater
objectivity in training and assessment.

PSARA NEED AMMENDMENTS- R K SINHA, MP
Mr. R. K Sinha started his talk by recalling the
efforts that had gone into the enactment of the
PSARA 2005. He said, “Me and the old
players in the industry of those days and
senior leaders of the industry like Kunwar
Vikram Singh, Pawan Ahluwalia, Subhash
Wadhwan, Col J S Paul and Jasbir Wasu went
calling on the senior Parliamentarians weeks
before the bill was to be tabled.
In their initial endeavours they lost out,
however, over the years perseverance paid and
the Act was finally passed by both the houses
of the Parliament.

He assured the delegates attending the Summit
that he would personally pursue any

Government. He would also play a similar role

the Controlling Authorities. Mr Sinha praised
the CAPSI Chairman for having organized the

large number of delegates being present for it.
He acknowledged the necessity of reviewing
the Act and including additional provisions for
the industry to be more in tune with current
requirements and realities. He pledged all help
since he had been the first Chairman of the
Board of Governors of CAPSI..

with the Home Minister on the issues of

“THE TRIBALS HAVE THE BEST MORAL FIBRE”- O P SHARMA

Sharma expressed his concern over the
Tribal’s welfare in his address during the
Summit.
He spoke on the topic “Channelizing their
Strength for National Development”. He
said “Empower tribal’s with education &
economic development & also encourage
their natural Skills & benefit from their
entrepreneur Skills and replicate their
success. With the spirit of enterprise, hard
work and innovative approach they have
shown the way to rest of the country in
several regions.

National level Commissions and several
state level projects to look after the tribal
welfare. There is large number of NGOs also
active on that front. Unfortunately most of
the work in government and private hands is
bogus.
He said “The tribals have the best moral
fibre, the nation has to offer but they have
been treated well by independent India. The
push for development dispossessed an
estimated number of 60 millions from their
homes and deprived of their rights in forests
despite
protective
legislation
and
constitutional guarantee. This led to several

Mr. N C Padhi, IPS (Retd) Former Secretary
Security said that there are number of
problems which internal security is facing in
India and he would restrict himself to the
changes since the time when he spoke in the
same conclave last year.
The changes are varied. Firstly, India has
suddenly become a country unsafe for
women. We have more than seven million
Security Guards securing the nation. We need
to take a resolution to place our seven million
people at the disposal of the nation to make
the country safer for women.
India is the most attractive investment
destination in the world. Every country like
china, we have huge surplus foreign change
reserve. If they try to use it within their own
country, real estate prices will boom, prices
will shoot up and everything will become
costly.
There is thus going to be a massive inflow of
investments in our country. We have to skill
your populace to be able to run the industries
that will come up. These industries will also
require security and, hence, the Security
Guard needs to be trained for the industrial
boom that everyone anticipates.
The next issue is Jihad terrorism. Globally
there are two groups now competing with
each other. These are the Al-Qaeda and the
ISIS. ISIS is also recruiting from India to fight in
Syria &Iraq while Al-Qaeda has launched a
new branch that takes charge of its operations
in South Asia.
Our private security agencies all over India
should be keeping their highest alertness to
be the first responder if any such incident
happened anywhere in India.

MAKE PDAR AN EMPOWERMENT TOOL FOR PRIVATE DETECTIVE
AGENCIES – C M SHARMA
Mr. C M Sharma, Former DGP felt PDARA was a
redundant endeavor if it does not empower the
Private Detective Industry simultaneous with
bringing in regulatory checks.
While discussing provisions included in the Act he
said, “Today a Detective Agency undertaking an
investigating task only reports its findings to its
clients, however, as per the act the agency would
have to report any unlawful activity noticed to the
Police also. Such an act may amount to breach of
trust as far as the agency’s client is concerned”
during the course of their investigations to the
Police, actually the law has been flouted.
I am certain the Police cannot do everything. Such
things like verification for passports, veracity of
documents submitted are voluminous. In the
bargain a slipshod job is done. It leads to corrupt
practices. I was asked to pay Rs 2000/- for my
grandson’s passport related verification. It also
leads to needless delay also. But we are not ready
to give these duties to the PDAs. You can trust a
person who is wearing a pair of uniform but you
cannot
trust
one
wearing
civvies.
He further added “I run an agency and am often
asked to undertake background checks of
individuals for various embassies. There are many
numbers of cases where married individuals go
abroad and marry women there for citizenship.
Technically he has committed bigamy. He divorces
the woman he has married after legal
requirements are met for citizenship in that
country and come back and remarries his first
wife. If such cases are not reported by the Agency

BIGGEST CHALLENGE: ASSESSMENT AND CERTIFICATION OF
EXISTING WORKFORCE – Maj Gen DK JAMWAL
Maj General D K Jamwal, CEO-SSSDC gave an
overview of the training process being followed
by SSSDC, which are highly methodical and
ensure standardization and quality of training.
He emphasized the importance of third party
assessment &certification of existing workforce
(more than 80% is not certified) through the RPL
(Recognition of Prior Learning) assessment
process; for which a user friendly protocol has
been formulated by SSSDC, based on existing
instructions issued by the Govt of India. This
would strengthen our case for categorizing
Security Guards as “Skilled Workers” and
consequently demanding higher wages.
In his address, he mentioned that “We are aware
of the Government’s objective to skill 500
million people by 2022. For this, various
programmes under the State/UT and Central
Government are being executed to promote
skilling under National Skill Policy, 2009.
Formation of Ministry of Skilling, formulation of
National Skills Qualification Framework
(NSQF) and creation of a Skilling trio: NSDA NSDC- Skill Councils are major steps in this
direction.”
Gen Jamwal further intimated that various
programmes like STAR, Ajeevika, Rural &
Urban Livelihood Missions, etc. have been
launched by the Govt. Special attention is being
paid towards skilling of tribal population.
Skilling programmes are also being included in
schools, colleges and universities under the
NSQF. Around two million people have already
been skilled under NSQF, for various trades and
sectors. In due course, the entire skilling
programme of the country will be encompassed
by the NSQF.
Skilling of the tribal population would be a
major contributor towards national security and
overall economy. It will help their integration
into the mainstream of the national populace.
With its well laid out processes and procedures,
SSSDC can be a major enabler for training,
particularly for the tribal population. SSSDC can
be an executor cum coordinator of concerned
organizations, who will operate in this zone.
In the end, Gen Jamwal reiterated the importance
and relevance of assessment and certification of
the entire workforce as per the NOS, within the
overall gamut of NSQF. This would be a winwin situation for all stakeholders.

The theme of 9th Security Skills & leadership
Summit was “Train the Tribal- Secure the
Nation”.
He also added “We would like to have a
continent of such trained tribal girls
participate in the Republic Day Parade and
show their resolve to secure the nation
within.”
Kunwar Vikram Singh motivated Security Lady
Guards and congratulated them for being
engaged in creating safe and secure
environment for the citizens of our nation. He
also distributed certificates of participation.
12 Trained Lady Security Guards from
Jharkhand welcomed delegates at the
