INTRODUCTION
The Kalla family founded and controls the
Kalla Group, Bukaka Group and Haka Group,
which have interests in the auto industry,
construction, energy, logistics and agribusiness. The family and much of its business are
based in Makassar, South Sulawesi. Muhammad Jusuf Kalla, the second of ten siblings,
was vice president of Indonesia from 2004 to
2009 under President Susilo Bambang
Yudhoyono. He is the running mate of Joko
Widodo, the presidential candidate of the
Indonesian Democratic Party of Struggle (PDIP), in the 2014 election.
Origin and Background
According to his personal website and the
Kalla Group’s Media Kalla website, Muhammad Jusuf Kalla was born in 1942 in Watampone, South Sulawesi. He is the second of
twelve siblings. His parents, Kalla and
Athirah, were textile traders. The family
moved to Makassar, South Sulawesi in 1952
and established NV Hadji Kalla Trading Com-
pany, the predecessor of Kalla Group. Kalla
and Athirah died in 1982.
Jusuf Kalla met his wife Mufidah in high
school and they married 1967, the same
year that he received a degree in Economics
from Hasanuddin University in Makassar. He
joined his father in the family business after
graduating, and became president director of
Hadji Kalla in 1968. Hadji Kalla obtained the
license to distribute Toyota cars in eastern
Indonesia after Jusuf approached William
Soeryadjaya, who at the time controlled Toyota’s Indonesian distributor Astra International, according to a speech by Jusuf Kalla in
2012 at the book launch of Soeryadjaya’s
biography.
In 1978, Jusuf, his brother Achmad and
Fadel Muhammad co-founded infrastructurefocused construction company Bukaka
Teknik Utama, according to a May 2012

In 1981, Jusuf co-founded Makassarbased newspaper Fajar with Alwi Hamu.

Dahlan Iskan, another politician with his
own business group. Jusuf was the regional head of the Indonesia Chamber of
Commerce and Industry (KADIN) for
South Sulawesi from 1985 to 1998. The
position further helped him expand his
business, according to Kompasiana post

Kalla Group has also pursued a contract
to build a 27.8 km monorail line in Makassar, South Sulawesi, according to a
21 March 2013 Kompas report citing
Kalla Group president director Fatimah
Kalla. The proposed monorail project

report cited Makassar deputy governor
Ilham Arief Sirajuddin as saying that the
city government has asked the Kalla
Group to re-evaluate the project's feasibility.
Allegations of Anti-Chinese Views
Criticism of Jusuf Kalla's attitudes toward ethnic-Chinese Indonesians was
widespread during the 2004 presidential
campaign, when he was the vicepresidential running-mate of Susilo Bambang Yudhoyono. Quoting material on
Kalla's website that was later removed,
Ivan Wibowo wrote in the Jakarta Post
that Kalla claimed that "favoritism for
pribumi [indigenous] businessmen
should be reaffirmed and maintained."
Wibowo wrote that Kalla expressed support for past policies favoring indigenous
businesspeople while limiting opportunities for ethnic Chinese, who have long
held disproportionate economic influence. Kalla's website called for policies
"to limit the expansion and existence of
non indigenous Indonesians," and stated
that "75% of the distribution of staple
commodities should be in the hands of
indigenous people," according to the
article. Wibowo added that Kalla has
denied being anti-Chinese despite his
public statements. None of the proindigenous business policies advocated
by Kalla were enacted during Kalla's
term as vice president from 20042009.
na contributed to Wahid's falling out with
coalition partners Golkar and Megawati
Sukarnoputri's PDI-P, which culminated
in his impeachment in July 2001.
Kalla was also accused of corruption
during the 2004 presidential campaign,
including allegations that he and presidential candidate Susilo Bambang
Yudhoyono received illegal campaign
funds, according to press reports. HowAl Jazeera reported on 15 October 2004 ever, none of the allegations were provthat when confronted with the accusaen.
