GOALS/STRATEGIES IN THE 2009
COMPREHENSIVE PLAN
 Population Goal: Guide annexation policy to promote ef ficient
service provision, to foster an inclusive and diverse
community, and to consider the strategic implications
regarding the growth of other nearby municipalities.
 Population Strategy: Continue to seek the annexation of
unincorporated areas within the Mount Pleasant planning
area.
 Community Facilities Strategy: Encourage the annexation of
unincorporated areas within the Town’s Planning Area to
provide better coordinated and enhanced public services.
ANNEXATION PLAN
 Proposal: Incorporate elements from the Annexation Plan into
the Comprehensive Plan as goals and strategies.
 Goal – Implement the Annexation Plan to solidify our community,
create service efficiencies, and ensure fairness among taxpayers.
 Strategy – Pursue all types of annexations including commercial and
residential, developed and undeveloped, and annexations involving
one or multiple properties and property owners.
 Strategy – Coordinate land use and other planning efforts with
nearby jurisdictions in an effort to safeguard that those actions by
adjacent jurisdictions do not negatively impact the residents and
businesses of the Town, to ensure compatibility with the standards of
the Town, and to reduce jurisdictional shopping.
 Action Plan Item – Implement the Annexation Plan
RESIDENTIAL DENSIT Y FOR COMMERCIAL
LOTS
 The Comprehensive Plan is used to determine density and
currently provides density for residential land use categories
but not commercial land use categories.
 The Zoning Code permits residential developments as
conditional uses in commercial zoning districts and the
densities are a condition, but they are not provided for in the
Comprehensive Plan.
 Limited Office allows single-family residences.
 Office Professional allows combination residential structures limited
to medium density standards (6 units per acre).
 Neighborhood Commercial/Areawide Business/Areawide Business-2
allows combination residential structures limited to 12 units per
acre.
 Mixed Use Planned Developments permit higher density.

 Considerations (Options):
 Establish the residential density for Commercial Land Use in the
Comprehensive Plan at 12 units per acre.
 Establish a range for density of 6 to 12 depending on zoning
 Not allow residential in OP
 Consider establishing density recommendations for transitional
zoning land use (Limited Office)
 Note: the Urban Corridor – Overlay District has a base density of 16
units per acre for single use residential districts and 20 units per
acre for mixed use development. Additional density can be allowed
for providing certain incentives, and projects that provide all the
incentives, no density limitations apply.
