SCOH Strategic Plan
• The Standing Committee on Highway’s current
Strategic Plan recognizes the need to integrate
advanced technologies and operations to efficiently
manage the national transportation system.
• SCOH will provide guidance on innovative ways to
strategically increase operational capacity to maximize
efficient operations and performance of the national
transportation network.
• SCOH will identify and promote primary technologies,
strategies, materials, and processes that support rapid
construction, rehabilitation, preservation, and
maintenance of the highway system and improve the
conditions of the existing highway system with minimum
impact to traffic.

• Integrate and mainstream operations in every aspect of
the performance of DOTs.

• Develop and promote resources for State DOTs in
