Out of 16 Countries identified by SIAM has key export countries from India, only two
countries have signed 1958 Agreement. Other countries have not signed any Agreements

Our Expectations from 1958 Agreement
• Equal Opportunity for emerging economies in
establishing technical regulations
• Possibility of enhancing export potential
• Establishing control on sub-standard imports
• Addressing need for country-specific requirements
and priorities

1. Equal Opportunity for emerging economies in
establishing technical regulations
• Existing 2/3rd Majority Voting was under review.
• India had recommended to introduce voting by
consensus
• As an alternate proposal, possibility of 4/5th majority
was also discussed.
• Our understanding is that there is no final conclusion
on above approaches

2. Possibility of enhancing export potential
India had suggested:
• Provisions of 1958 require acceptance of latest version
of regulation. This provision should not be automatic
• Mutually acceptable system for providing guidelines for
approval authorities may be developed

3. Establishing control on sub-standard imports
• CP should be allowed to take actions on non-conforming
products as per national laws
• A central body should monitor non-conforming products
• Dispute resolution procedure should be equally
applicable without exceptions on similar lines of WTO
provisions

4. Addressing need for country-specific
requirements and priorities
• India had suggested to introduce
– flexibility to restrict applying a regulation to sub-categories
of vehicles given in the particular scope
– Alternate level of stringency
– Obligations in case of withdrawal from agreement should
be same in Article 1 and 12

Conclusions
• India is looking forward to continued cooperation at
world forum
• We are studying 1958-Revision 3 document
ECE/TRANS/WP.29/2014/53
• It appears that India’s views are not fully addressed
• India is also following the IWVTA
