Starting and Ending a Game
4.1.1 The home coach decides whether the grounds
and other conditions are suitable to start the game.
After the game starts (Rule 1.2.1- once line-ups become official, exchanged,
verified and accepted by the U.I.C., during the pregame conference,) the Umpires
have complete autonomy as to whether conditions are fit for play.

4.1.2 If there are unusual conditions (spectators,
obstacles,) the home coach shall propose special
ground rules; if agreed upon by the visiting team,
these rules will be enforced. If agreement cannot be
reached or are unacceptable, then the U.I.C. shall
formulate ground rules. .
All special rules shall be announced. No ground rules may supersede NFHS rules.

Starting and Ending a Game
4.1.2 a The field should be clearly marked to include
foul lines along with a foul pole 300’ from home plate.
Boundaries marking in play can be a fence or
temporarily marked lines.

Non-permanent lines
(foul and in play)
Shall be white and of a material not
injurious to eyes or skin.
Lime or any other caustic material is
prohibited.
Permanent lines may be any color.
The game may be played
even if the field
is not in compliance with this rule.
However
at the conclusion of the game,
a memo should be sent to the NEMOA
Baseball VP
and forwarded to the home field
school’s AD.

4.1.2 b When a fair or foul fly comes down near the
stands or fence, 7-4-1d applies, i.e. spectator reaches
into fair territory and prevents a catch, “Dead Ball,
Batters Out”.

4.1.2 c If the field has unusual obstructions, ground rules
should as nearly as possible be similar to rule 8.3.3,
i.e. wild pitch, overthrows and batted balls that go over
through or wedge in fence, or other obstruction.
Wild pitch: one base off the rubber.
Overthrows: two bases either from time of pitch or time of throw; further discussions
rule 8, base running.
Batted Balls: ground rule double; further discussions, rule 7, batting.

4.1.2 d If there are field obstructions where it becomes
difficult for fielders to retrieve the ball, these shall be
dead ball areas (established in pre-game) and batter awarded
2 bases, as are runners, from time of pitch.

The PreGame Conference
4.1.3 Prior to game time (5 minutes) the home and
visiting teams should deliver starting lineups in
duplicate to the U.I.C.
The U.I.C. then allows each coach and team captains to inspect
the opposing team’s line-up,
Rule 1-2-1 (Lineups become official after they have been exchanged, verified and
accepted by the Umpire In Chief during the pregame conference.)
Note: At the time lineups are exchanged all starters must be at
the field. The substitute regulations (Rule 3) are in effect.

Emphasize SPORTSMANSHIP
4.1.2d Emphasize to both coaches and captains that all
participants are to exhibit good sportsmanship throughout
the game.

b) > Receive verification from both coaches that participants are properly equipped in
accordance with NFHS rules and that all equipment is legal according to 1-3-1 & 1-5-1.
1-3-1: Balls are NFHS authentication marked.
Bats are 100% wood or BBCOR and unaltered from original manufacture.
1-5-1: Helmets meet NOCSAE standards with out crack and secure padding.
Helmet shall be replaced and player isn’t ejected.
Note: Rule 7-4-1a applies to batter.
PENALTY: violating 4-1-3b, rule 7-4-1a, batter is out (not ejected) coach is restricted to
dugout.
4-1-4 > Visiting team bats first.
Note: on neutral field or by agreement either team may be designated “home team”.
4-1-5 > After all infielders, pitcher, catcher and batter are in position (fair territory except catcher)
the U.I.C. shall call “Play Ball”
Ending the game
4-2-1 > Regulation game is 7 innings (7 turns @ bat)
Unless more innings are needed to brake a tie
Unless the home team is ahead after 6-1/2.
Unless the slaughter rule (10 run difference after 4-1/2 innings) has been attained.
A forfeited game is regulation regardless of # of innings. Score: 7-0
4-2-2 > Game ends: when the team behind has 7 turns at bat.
When the home team scores the go ahead run in the btm of the 7th or any
extra inning.
After 4-1/2 and game is called because of darkness, rain or other cause.
By MPSSA all games must be 7 innings and their fore continued from
where
game is called.
Note: Suspended Game is will be continued from point if suspension
with the lineup and batting order of each team the same as
the lineup and batting order at the moment of suspension subject to
the rules of the game, i.e. substitute rules.
a) > If an over-the-fence home run is hit, all runs score before the game is terminated.
b) > 2 seven inning games constitute a double hitter.
4-2-3 > If weather or darkness interferes with play so that the game is called by the umpire, it
shall
be a regulation game:
a) > if five (5) full innings have been played and the visiting team has scored more runs or if
4-1/2 innings have been played and the home team has scored more runs than the visitors.
If the game is called when the teams have not had equal # of at bats the score shall be the
same

4-4-1 > MPSSAA- Playing rules for regular season, region and state tournaments.
1. National Federation Rules will be used.
2. A regular season game is seven innings (turns at bat) for each team unless shortened as in
rule 4-2-2 or unless extra innings are necessary to break a tie score.
Shortened 4-2-2 is by the slaughter rule (10 run difference after 4-1/2)
a. By State adoption all games that are tied are not considered a complete game will be a
suspended game.
A suspended game will be continued from the point of interruption unless
the game is declared complete by mutual agreement between to schools.
b. Any inning started must be complete to be considered a complete game.
No innings will be reverted back to the previous inning to be considered a complete game.
3. All region and state tournament games will be a minimum of 7 innings unless the 10-rule
applies.
4. All Games, including doubleheaders, must be scheduled for seven innings.
5. 10 run rule is mandatory for all games.
6. The MPSSAA will use the NFHS suggested speedup rules for courtesy runners.
7. Intentional walks: may be given by the defensive team by having their catcher or coach
request such from the umpire. This may be done before pitching to the
batter or on any ball-and-strike count.
Note: Intentional Walk, “Dead Ball”, and is considered a “Play”.
Forfeited Game
4-4-1 > A game shall be forfeited to the offended team by the umpire when a team:
a. is late in appearing or in beginning play after the umpire call “play’.
b. refuses to continue play after the game as started.
c. delays more than a reasonable amount of time in resuming play, or in obeying the umpires
order to remove a player for violation of the rules.
d. persist in tactics designed to delay or shorten the game.
e. willfully and persistently violates any of the rules after being warned by the umpire.
f. is unable to provide at least nine (9) players to start the game,
cannot provide eight (8) players to finish.
Teams cannot play with less than eight (8) of their own players.
Note: opponent cannot lend players.
Note: A forfeited game is regulation regardless of # of innings. Score: 7-0
Notes: 1. An out will be called each time the missing player comes to bat.
2. A team playing with eight (8) players may return to (9) players.
3. A team playing with only 9 players and an injury happens to a runner, the
most recent batter not on base bay serve as courtesy runner for the injured
player.

4-5-1 > Protested game:
When allowed protest are permitted regarding rules one (1) through nine (9).
The umpire shall report the protest to the organization along with all related conditions at
the time of the protested play, provided the protest is brought to the attention of the
umpire.
