will be issued annually 3 UNCLASSIFIED Addressing Threats Early Commitments: • Conduct joint threat assessments • Improve information sharing in support of law enforcement and national security • Enhance domain awareness • Adopt a common approach to traveller and baggage screening • Improve information sharing on immigration and border determinations • Develop a harmonized approach to screening inbound cargo 4 • Introduce entry-exit verification UNCLASSIFIED Addressing Threats Early Recent progress: • Canada moving to deploy Electronic Travel Authorization / Interactive Advance Passenger Information systems to mirror existing U.S. ESTA/APIS Quick Query systems • Entry/Exit Phase I a success; Phase II now underway; Phases III and IV to come • Integrated Cargo Security Strategy (ICSS) pilot at Prince Rupert now in evaluation phase 5 UNCLASSIFIED Addressing Threats Early Recent progress: • TSA-certified Explosives Detection Equipment at preclearance airports in Canada to eliminate the rescreening of checked bags on connecting flights • Signed an Immigration Information Sharing Agreement – began biographic information sharing December 2013 – intend to begin biometric sharing in 2015 6 Trade Facilitation, Economic Growth and Jobs Commitments: • Expand trusted trader and traveller programs • Reduce red tape for shippers and facilitate access for crossborder travellers • Plan and improve infrastructure and technology jointly • Implement additional preclearance and pre-inspection activities 7 UNCLASSIFIED Trade Facilitation, Economic Growth and Jobs UNCLASSIFIED Recent progress on Infrastructure: • $250M invested on both sides of the border • Canada investing in new NEXUS lanes (10 to date) and RFID readers (2 lanes at 11 POEs to date) to match U.S. investments • First joint Border Infrastructure Investment Plan published in 2013; second forthcoming • Technology pilots for Small and Remote Ports of Entry 8 Trade Facilitation, Economic Growth and Jobs UNCLASSIFIED Recent progress on Trusted Travellers and Traders: • More trusted travellers with more benefits: – More than 1M NEXUS members – Global Entry benefits; pre-board screening benefits; North American Trusted Traveller Program (with Mexico); eGate pilot • New CSA Platinum benefits • Harmonized PIP/C-TPAT Portal forthcoming 9 Trade Facilitation, Economic Growth and Jobs UNCLASSIFIED Recent progress on preclearance and pre-inspection: • Truck cargo pre-inspection phase I pilot at PacHwy successfully concluded in November 2013 • Phase II pilot launched at Buffalo/Fort Erie in February 2014 • Work underway on a preclearance agreement in the land, rail and marine modes, with modernization in the air mode 10 UNCLASSIFIED Cross-Border Law Enforcement / Critical Infrastructure and Cybersecurity Commitments: • Make police radios interoperable • Deepen cross-border law enforcement cooperation (Shiprider) • Expand cybersecurity cooperation • Expand critical infrastructure protection • Conduct joint emergency 11 management planning UNCLASSIFIED Cross-Border Law Enforcement / Critical Infrastructure and Cybersecurity Recent progress: • Deployed two regularized Shiprider teams (Vancouver/ Blaine and Windsor/Detroit), and conducted surge operations elsewhere • Completed the first cross-border Regional Resilience Assessment Program (RRAP) in ME/NB, and launched the second in AK/YT 12 UNCLASSIFIED Next Steps • Senior-level Executive Steering Committee held in Canada’s capital region in September 2014 – Included an observer from the Mexican Foreign Ministry – Goals: to advance key initiatives, discuss future directions and agree to a way forward in the coming year • Third joint Implementation Report expected in December 2014 • Stakeholder engagement an ongoing priority 13 UNCLASSIFIED For more information www.dhs.gov/beyond-the-border [email protected] www.actionplan.gc.ca/border [email protected] 14
