• Previously used in Disability Employment
Network (DEN) Star Ratings
• Industry Reference Group report raised
concerns with such a measure
• Interested in re-introducing Hours and/or
Wages as a measure of employment quality
Pilot Overview
• Pilot objectives
– Collect hours and wage information to model
possible Hours and Wages performance measures.
– Address quality issues outlined by the IRG
– Reduce administrative burden on Providers
– Ensure consistent reporting across all Providers
Pilot Methodology
• Contracts receive surveys for participants that
have hit one of the following trigger points:
– Commenced in PPS
– 13 or 26 week employment outcome
– Upcoming 3 month in Ongoing Support (OS)
– Exited as an ‘independent worker’

• Participants are working five hours above their
benchmark on average
• A third of participants’ hours are equal to their
benchmark hours
• About a third of participants are permanent
and two-thirds are temporary

• Hourly wage above $40/hour or below the minimum wage*
