Charter
Based on a perceived need and desire by both industry and government to
establish a formal standardized EVM system acceptance process, the NDIA
Program Management Systems Committee (PMCS) a working group to
determine if the need exists and, if it does, develop a formal system
acceptance process that will meet the needs of industry, their suppliers, and
Federal government agencies.

Goals & Objectives

Develop a methodology for System Acceptance that will:
 1) Supplement and/or replace the existing DCMA methodology
 2) Meet the system acceptance or certification requirements of all
stakeholders (government agencies, DCMA, industry)
 3) Provide a standard methodology regardless of the organization
conducting the acceptance review (i.e., government agency, 3rd party, or selfevaluation)


Consolidate the concepts and ideas in the Business Case, White
Paper and Working Group discussions into a System Acceptance
Guide

Guide will document existing acceptance/certification processes,
MOA process, and review member criteria/qualifications



EVMIG and DCMA processes
Guide will address change control, maintenance and surveillance
(reference to Surveillance Guide)
The system acceptance process (methodology will apply not only to
industry (primes and subs) but also to government agencies

OMB will recommend this guide for us by government agencies as it
has for other NDIA guides
