THE ENVIRONMENTAL POLICY OF THE PROVINCE OF VITERBO

The Province of Viterbo:

60 Municipalities

in a wide area called

TUSCIA Romana

located north of Rome between the Tevere River and the Tyrrhenian Sea.

Province of Viterbo was aware of own competences’ importance and actions on the local territory with regards to env. protection and human safeguard. In respect to this principle the Province intends to carries out actions to improve the Env. performances.

Basic principles of the Env. Policy of Viterbo Province

 Citizen consultation to get their approval  To elaborate territorial plans identifying measurable objectives and responsibilities  To verify the Environmental plan by means of monitoring actions  Working to get the right balance between private initiative and social needs  Protection of natural resources and energy  Using the land in a sustainable way linking economic development and env. compatibility  To improve the knowledge of the local environment of the Province of Viterbo  To promote possible strategic alternatives in the territory management policy  Identifying tools to promote and disseminate the env. education amongst citizens and the EMAS regulation amongst economic actors  To comply with relevant environmental legislation.

THE UNIT ENVIRONMENT POLICY

The Unit identifies and defines the following actions’ principles:

 To issue authorizations of Water Safeguard Sector competence to protect water resources of most vulnerable systems.

 To improve the activities related to the waste water system control  To guarantee active participation to the Institutional Committees of the Area Authorities improving the relationships with Reclamation Association to manage the water works of Region property.

 To define, with ARPA (Regional Environmental Protection Agency of Lazio) protocols to foresee, inside own organization, specialized personnel with the aim to manage the analysis of data.

 To issue authorization of the Land Protection Sector to protect water regime and stability of lands.

 To protect and increase the value of natural issues of the provincial area, in particular forests, helping to build an aware use of the forest land called Parco di Passo Montagna.

THE UNIT ENVIRONMENT POLICY

The Unit identifies and defines the following actions’ principles (cont):

 Optimize the technical-organizative management related to the authorizations for the air emissions.

 To prevent pollution from waste management.

 To define and apply an authoritative procedure for controlling, monitoring and reclamation of territory regarding the electromagnetic pollution assuring in this way the protection of the human health.

 To promote use of renewables and energy saving practices by means of planning tools, incentives and training.

 To carry out good preliminary evaluations of environmental impacts before starting new works.

 To give wide value to the experience of the Environmental Educational Laboratory, promoting initiatives to guarantee a sustainable development of human activities with the needs of the environment protection.

 To examine the possibility to choose eco goods and services supplying with  To promote self control procedures for those companies that granted the EMAS or ISO 14001 norm.

ENVIRONMENTAL REVIEW

At the beginning of the EMAS process the Env. Review was elaborated in order to know all relevant information concerning the territorial competences and the sphere of the Unit’s activities/services. ….Also to evaluate

and related effects under normal, extraordinary and emergency conditions. …. to identify all main and secondary critic states.

ENVIRONMENTAL REVIEW

Identification of Influence level in relationship to the effective

intervention power of the Unit. It can be: LOW: related to those env. aspects for which the influence can be driven by means of awakening activities (waste delivering to recycling points), or by means proposal of voluntary Agreements with local actors.

HIGH: related to those aspects managed by suppliers of goods/services that can be influenced by particular agreements. The influence can be also driven by means of planning tools (regulation of hydro-geologic bonds), authorizations (authorizations to air emission), controls (controls of water discharge in shallow water layers).

The priority class is determined, for the considered aspect/impact, on the base of a score (P): P (priority class) = I (importance level) x G (influence grade).

DIRECT ENVIRONMENTAL ASPECTS

Use of paper, electricity, water, combustibles for heating systems, gasoline for car fleets, wastes from Unit’s activity and streets cleaning activity, monitoring activities on the barrages that forms water store .

Production of

paper waste

in 2001: 34% less compared to 2001. Collection of paper by means of specialized enterprises. Other wastes collected are:

hazardous wastes

(copier toner).

Database

of water, gas, methane, diesel, electricity, gasoline consumptions by the Unit is available.

Water consumption

of the Unit: awareness rising actions for the employees. Involved the Building Office of provincial administration in order to optimize the water network maintenance.

Electricity consumption

: records for single employee show decreasing trend after some awareness rising action started in 2000.

Consumption of combustibles

are constant for gasoline cars and decreases for diesel cars. The Unit is working to keep efficient the car fleet and low the combustibles consumptions. Air emission showed positive results concerning the main pollutants.

The Unit offices equipped with

conditioning systems

use Freon gas; this gas is kept under constant control by law.

There are offices with asbestos elements in the Unit building; it was decide to remove them thank to specialized enterprises.

In the Unit building there is a big

diesel tank used for the heating system

; it was planned to control the seal of the tank in order to avoid leakage of diesel into the ground and possible contamination.

(more important than DIRECT ENV. ASPECTS for the Unit) The Unit focused attention on administrative and planning decisions = capacity to improve the efficiency of administrative system. EMAS PROMOTION

The Unit promotes and disseminates the adoption of EMAS regulation for organizations of provincial territory.

WATER SECTOR

 Low availability of data regarding the use of water resources in provincial territory.

 Increasing of the abusiveness phenomenon related the use of water and low control of the water derivations.

 Water Resources Office is working to conclude opened dossiers for authorizations of water collection, to optimize the management of water resources and keep under control the whole provincial water resources.

The trend of activity carried out to issue authorizations of long-time terms, and related targets, set up on the base of average time needed by Unit personnel to complete a procedural act based on the available resources.

INDIRECT ENVIRONMENTAL ASPECTS

MANAGEMENT OF WASTES:

Collection of recycled wastes

PLANT FOR WASTE MANAGEMENT:

specific competences are: 1) registration of plants for recovering not dangerous wastes thanks to simple procedures (communication dossiers according national legislation); 2) the Provincial Plan for waste management and control activities for waste management plants.

MANAGEMENT OF EXHAUSTED OILS:

IMPORTANT AUTHORIZATIONS ISSUED BY THE UNIT

Concerning the indirect environmental aspects the Unit authorizations are very important. They are linked with procedures regulated by criteria and time for single issuing. The authorizations are:

The Unit management and issuing of the authorizations is very crucial for the sustainable management of the provincial territory. The Unit has fixed specific times for releasing a certain number of authorizations and every year the targets are verified and revisited by the EMS Responsible.

EMS - ENVIRONMENTAL MANAGEMENT SYSTEM: THE CORE OF EMAS REGULATION !

FACTS FOR AN EFFICIENT ENVIRONMENTAL MANAGEMENT SYSTEM IN THE UNIT:

       

EMPLOYEES PARTICIPATION ENTERPRISES PARTICIPATION RELATIONSHIP BETWEEN THE UNIT AND EXTERNAL ACTORS PROMOTING COMMITTEE OBSERVATORY OF MUNICIPALITIES THE EXECUTIVE COMMISSION SPECIFIC AGREEMENTS PROVINCIAL FORUM The efficiency of the EMS is verified by

: 1) a periodic planned Audit carried out by internal or external qualified personnel; 2) Periodic Re-exam of the System and its performances by the Unit Political Responsible (Alderman) so to start improvement strategies.

One more important side of the EMS is to guarantee updated information to citizen.

EMS - ENVIRONMENTAL MANAGEMENT SYSTEM: INTEGRATED ACTIONS FOR THE EMS IMPLEMENTATION

PROMOTING COMMITTEE

To support the EMAS registration phase an Agreement was signed between the main local administrations and the local organizations involved in the territory in order to create The EMAS Promoting Committee

,

a body of technical consultation of the Provincial Administration. Bodies involved are:

National EMAS Committee - ARPA of Lazio Region - Province of Viterbo - Municipality of Viterbo - Chamber of Commerce, Industry Agriculture and Fishery - Observatory of Municipalities of the Viterbo Province - University of Tuscia Credit Institutes - Industry Association of Viterbo Province

.

OBSERVATORY OF MUNICIPALITIES

The Observatory which includes 12 Municipalities of the Province has the main commitment to collect information useful to identify all main problems related to the local environment and to drive specific request based on proposals produced by citizens to the Unit organization. The proposals and advices are collected by Info Desk offices and are used to individuate new objectives to include in the Env. Programme and to facilitate the EMAS dissemination in the local area.

THE EXECUTIVE COMMISSION

The Commission has the main aim to make operative the participation and involvement of interested local actors and guarantees the pursuing of objectives included in the Env. Programme. The body is formed by the same figures who signed the Agreement.

The Commission President is the Unit Delegate (RAD – Referent High Direction) which convokes periodic meetings to discuss: 1) the respect of commitments included in the Env. Policy, 2) the verification of the Env. Programme progresses and the operation of the EMS, 3) the respect of commitments regarding the bodies that signed the Agreements with the Unit, 4) the Observatory’s works execution.

SPECIFIC AGREEMENTS

Every Agreement is made in a way to:  To point out the objectives of the Env. Programme that are strictly connected to the  body’s competence.

Include commitments statements to pursue the planned objectives for both the Unit and the   body who sign up the Agreement.

Identify in a clear way Responsible persons for both the Unit and the body and giving them specific objectives to achieve.

Define all actions (of the Unit and the body) that must be carried out for the achievement of objectives.

Define precise time to accomplish all actions.

Define control systems of the programme execution regarding objectives and responsibilities.

Define modalities to use by Responsible persons to communicate with the Direction High Responsible and Executive Commission.

PROVINCIAL FORUM

The Unit manage and update its website www.provincia.vt.it

. One of the most interesting side of the website is the creation of a public forum which the mediator is the EMS Responsible. In 24 hours he gives answers to all those citizens questions regarding the provincial env. issues.

News regarding training modules, seminars, projects and initiatives related to the env. are reported.

The forum is also a box where to send suggestion regarding the Env. Policy and Programme in order to share as much as possible with citizen the Administration actions.

AUDIT OF THE ENVIRONMENTAL MANAGEMENT SYSTEM

A pre-evaluation inspection visit was carried out by the private Quality Certification Institute “Certiquality” of Milan. It was possible to evaluate the preparation level of personnel of the Unit about the implementation of EMS according the ISO 14001 norm, and evaluate the involvement of the Management office, the documents produced, the EMS knowledge level of personnel and its diffusion and application inside the Unit. The audit work was also helpful: 1) to make sure the Env. Management related activities and results are in harmony with the Env. Programme; 2) to verify the Env. performances of the Unit. It was certainly one of the most important steps made by the Unit because it represented the initial footprints in the long adventure of the EMAS process. It was shown that employees were trained to adopt in the correct manners all EMAS procedures and the work made resulted very sound as the Unit got the registration without any particular problems. Considering the wide competences of the Unit (water, discharges, natural areas management, etc.) it must be said that the experience of Viterbo Provincial Administration represents the first real sound experience of EMAS registration in Italy for pulic administrations. In the audit phase like in the other phases of EMAS the Responsible of EMS was side to side with all personnel of the Unit providing daily technical and logistical support. During a meeting between Palermo ETIV project responsible and Viterbo Env. Unit EMS Responsible (18-19 December 2003) it was practically shown the EMS Responsible work. Evidences of the EMS work was also showed by employees of the Unit which provided information concerning specific procedures adopted by the Unit during daily work.

On 25 may 2002 the Certiquality Institute confirmed the Unit EMS conformity to ISO 14001.

THE ENVIRONMENTAL STATEMENT OF THE UNIT AND THE EMAS REGISTRATION

Last step of EMAS process was the dissemination of work results.

It was defined an Environmental Statement to show the commitments of the Unit during the EMAS implementation phases. The Statement was approved by the Provincial Council with a deliberation act and then validated, on 24 July 2002, by the Certiquality Institute, environmental verifier body recognized on European level and independent body. The

document was approved by the Ecoaudit-Ecolabel National Committee

– (EMAS Italia) on 26 September 2002 and on 15 October 2002 the President of National EMAS Committee, Mr. Giuseppe Bianchi, officially communicated the

EMAS registration of the Unit giving the number I-000106

for Italy. The registration was transmitted to the European Union for publishing the information in the Official Gazette of European Union.

SCHOOL OF EMAS CONSULTANTS FOR THE CERAMIC AND FOOD SECTORS

The Provine of Viterbo in collaboration with the Lazio Region set up a national school for EMAS consultant and environmental verifiers with the aim to

train new proessional figures to help Small Enterprises

in many sectors:   to comply with the law regulation and other committments required by EMAS regulation to elaborate and put in practise the EMS and internal Audit.

The course was designed for 26 people with degree and specific knowledge of:  science and technology of the environment  environmental and technical issues related the management of plants   environmental legislation environmental management systems   methods and procedure of audit technical knowledge of those specific activities to audit.

The certification got with this training scheme can be considered as an easy way to gain - in a second time - the qualification of EMAS Verifier recognized in all European Union territory for SME of 15 employees in the specialization area. This rule come out by a decision of the Ecoaudit-Ecolabel Italian Committee (Reviw n. 3 of 10 Januray 2002).

SCHOOL OF EMAS CONSULTANTS FOR THE PUBLIC ADMINISTRATION

EMAS consultants for public administrations in the Provincial Territory of Viterbo and Rome

Thanks to a “LIFE” funded Project (with the participation of 7 Municipalities of Viterbo Provincial area and 7 Municiplaities of Roma Provincial area) it was possible to set up a school for EMAS consultants specially designed to drive the public administrations towards the EMAS process.

New professional figures will help the local public institutions to respect all rules of the EMAS regulation, elaborating environmental management systems and carriying out internal audits.

The course, designed for 15 students, focuses attention on:  environmental and technical issues related the management of plants  environmetal legislations  environmental management systems  methods and procedure of audit  activities and services carried out by local institutions The

students experiment the application of EMAS regulation in these municipalities for 10 days

and they are also driven by a specialized tutor to carry out the Audit activity. At the end of the stage a certification is released to those students that fully pass the final examination.
