MEASURES FOR OPTIMIZATION OF THE PROCEDURES
Amendments in CoM Decree No 182 on the establishment of Monitoring Committees of the National Strategic Reference Framework and the Operational Programmes: Appointment of the deputy prime-minister for chairperson of the Monitoring Committee of the National Strategic Reference Framework; Harmonization of the legislation for monitoring of the Structural Funds and Cohesion Fund – including definitions of the terms “Head of MA, CCU and CA”.
MEASURES FOR OPTIMIZATION OF THE PROCEDURES
Amendments of CoM Decree No 121/2007 on awarding of grants under the Operational Programmes: Defining a three months period for the evaluation; Strengthening the publicity and transparency; Declarations under art. 10 – for persons authorized to represent the candidate; Changes in the guidelines for applicants after the launch of the schemes is forbidden; Strengthening the coordination on the approval of major projects.
MEASURES FOR OPTIMIZATION OF THE PROCEDURES
Draft CoM Decree amending CoM Decree No 55/2007 on award procedure conducted by beneficiaries of agreed grant: Simplified regime compared to the similar Public Procurement Law procedures; The procedure for restricted selection drops off; Reconsideration of the requirement for the declarations for absence of certain circumstances; Control regulation.
STRENGTHENING THE ADMINISTRATIVE CAPACITY
Established Interministerial working group for strengthening the administrative capacity (Order of the prime minister No R-35 from 16 May 2008) Preparation of trainings programmes on horizontal issues Elaborated training plan for the experts from the structures responsible for the management, implementation and monitoring of the EU Structural Instruments Three trainings conducted by 21 November 2008 – 168 experts from the MAs and IBs have been trained
UNIFIED MANAGEMENT INFORMATION SYSTEM
Opertional modules: Parameters; Registration; Evaluation; Contracts.
A contract for further development of the system has been signed on 17 September 2008.
An interministerial working group has been established to assist the project implementation.
10 meetings of the working group have been conducted.
UNIFIED MANAGEMENT INFORMATION SYSTEM
An updated schedule for development of the complete functionality of the system has been prepared.
A test version of the “Project management” module has been developed and installed.
The “Financial” module and the module “On-the-spot checks and irregularities management” are under development.

LOTHAR INSTRUMENT
An interministerial working group was established on 9 April 2008.
A mechanism for tracing of the forecast for the financial implementation of the OPs has been introduced.
The first results are in place after the active application of LOTHAR.
