What is a Town (Municipal) Plan?
• It’s a document that reflects the community’s
present conditions and trends.
• It serves as a guide for accomplishing the
community’s goals through public investments, land
use regulations and other implementation
programs.

• The plan should identify residential, commercial and
industrial uses, forests and agriculture, and public
facilities that are needed.
• The plan should provide sufficient space, facilities
and services needed and appropriate locations for
these uses.

• In some cases, there may be a need to change
undesirable conditions.
• The implications of planned uses on adjoining
communities and the region must be considered as
well.

• A municipality is not required to plan, but is enabled
by statute to develop and adopt a plan. If a
community chooses to do, Chapter 117 (24 V.S.A.
§4382) sets forth the 12 elements that are required.

• Clarendon Today (community profile) is the
backbone for land use and economic
development issues and policies.
• It reveals whether the town is growing, whether it is
likely to grow in the future, and what impact its
growth (or lack of it) has on services and land use.

• The population of Clarendon has been declining
since 1990 which contrasts to its steady growth
between 1960-1990.
• Compared to other communities in the Rutland
Region, Clarendon has had the 3rd largest
percentage decline in population since 1990.
• Why is this?

• Clarendon’s population is aging.
• The median age rose from 33.0 in 1990 to 46.2 in
2010.
• The median age is higher than Vermont’s and that
for the U.S.
• Is this concerning?

• Clarendon’s economic base grew exponentially
since 1980, even after leveling off in the 1990s.
• Housing stock has been in decline since 1990.
• # of residents in the work force is declining.
• The work force, although diverse, is increasingly
dominated by education services, health care and
social assistance.

• Estimated median income in 2013 ($61,538) was
higher than the Rutland County average.
• Estimated median earnings for workers were higher
as well.
• However, the number of individuals in Clarendon
living in poverty has risen sharply since 2000; it has
increased 4%.

Future Land Use
• An overlay district is used to establish special
development requirements within a particular area of
your community. The overlay is a mapped area that is
usually superimposed over conventional zoning districts.
• Overlay districts are used to establish special regulations
that can be either a higher level of restrictions or may
actually permit exceptions or less restrictive standards
than required in the underlying regulations.
