How to use them / How they work
MATAC = regional tactical
channel for mutual aid
between SW Ohio Counties.
New capability for Counties that are partnering with MARCS IP since we’re all parts of a
larger “collective” radio system.
Warren County and Green County are MARCS partners (SO FAR!)

This is the first time Warren & Greene Counties can communicate with one another. If a Greene County
radio tower offers better signal in an area in my County than my system does (possibly around Caesars
Creek Lake), the radios will switch over to Greene Counties towers automatically.

PROBLEM: WC Radio users often complain about the numerous
zones they have to navigate – some have 30 zones of 16
talkgroups each = 480 talkgroups!
THE SOLUTION: Two zones of Mutual Aid Tactical Channels
(MATACs) in every radio in the region. Hosting dispatch center is
responsible for ‘joining’ the MATAC to the existing fireground.
NOTE: This only works for counties who are on the MARCS IP
system. As of August 2014, only Warren and Greene.

BENEFITS
 Regional communications without programming neighboring counties’ radio
systems into our radios.
 Quick + easy interoperability without having to navigate endless zones.
PROGRAMMING
 Neighboring counties that are not currently MARCS IP partners will still need
to be programmed into your radios in case you mutual aid into their area.
 Once a neighboring county becomes a MARCS IP Partner, you will not have to
reprogram your radios to maintain interoperability with them.
MATAC ASSIGNMENT
 Earmarked (2) per county.
 Numbered instead of named because they can be used by anyone in the event
of a large-scale emergency.
 The earmarked county has “first use” of the talkgroup but not exclusive use.
USAGE - ONLY for county-to-county mutual aid, NOT single-county incidents.
MA MAYDAY CHANNELS – 2 in each zone on a first-come / first-serve basis.
INITIAL INCIDENT ASSIGNMENTS
1. Incident’s radio traffic will initially take place on hosting County’s local
talkgroup. E.G. ‘CC Fire Ground 3’. Greene County crews will not have
‘Clinton County Fire Ground 3’ but we do not want the Clinton County
crews already on the scene to change talkgroups.
2. It is the responsibility of the host county’s Comm Center to patch/join ‘CC
Fire Ground 3’ with MATAC 5 (Clinton Co’s first earmarked MATAC). There
is no delay, no clipping, and no missed traffic.
3. The ongoing operation on ‘CC Fire Ground 3’ will now be heard by
incoming Greene County on MATAC 5. Full two-way interoperability!
4. At the end of the incident, the host Comm Center should announce the
release of the MATAC on the ‘JOINED’ talkgroups.
CHANNEL LAYOUT - No requirement to keep MATACs in any specific order in
your county’s radios. We understand that agencies mutual aid most
often with counties closest to them and will want those MATACS in
easy-to-access channel positions (typically at the top or bottom of the
zone, so when you turn the channel selector knob completely in one
direction, you end on the most frequently used MATAC.

Greene County responders know to
use MATAC 1.
If incident grows, expand to MATAC 2
If incident grows further, begin using
Greene’s MATAC 3, MATAC 4.
If more TACs are needed, use the
second bank of TAC Channels or if
additional Counties responded we
would uses theirs also.
If MAYDAY is declared, all people not
involved in the rescue drop down to
the MAMAYDAY of the zone they’re
operating in, to continue ground
communication.
