NHS Health Checks
• NHS Health Checks included in the revised Operating
Framework 2010/11 – published 21 June
• David Nicholson’s covering letter said::
“The revision document makes clear that the NHS is
expected to deliver against the NHS Operating Framework
for 2010/11 (as published in December 2009) in all areas
not explicitly mentioned”
• PCTs have been provided with funding for 2010/11
Spending Review
• NHS Health Check included in the SR process
• SR to be published in the autumn
• will set out spending plans for the years 2011-12 to 2014-15
Wider context: Liberating the NHS White Paper
Liberating the NHS - White Paper published 12 July
Documents will shortly be published seeking views on:
• Commissioning for patients
• Local democratic legitimacy in health
• An Arm’s Length Body Review
• Freeing providers and economic regulation
• The NHS Outcomes Framework

NHS Outcomes Framework
Domain 1: Preventing people from dying prematurely
Domain 2: Enhancing the quality of life for people with long-term conditions
Domain 3: Helping people to recover from episodes of ill health or following
injury
Domain 4: Ensuring people have a positive experience of care
Domain 5: Treating and caring for people in a safe environment and
protecting them from avoidable harm
Underpinned by three domains of quality
– effectiveness
– safety
– patient experience
Stroke and CHD likely to be two outcome goals in the first domain
Wider context: Public Health White Paper
• White Paper on Public Health due to be published later in 2010
• It will set out a cross-government strategy to public health and
detailed plans for the creation of the new Public Health Service (PHS)
• PHS will streamline existing health protection and health
improvement functions with an emphasis on providing the evidence
on what works and enabling people, families and communities to take
responsibility for their own health with the right information and
support
• Directors of Public Health will be based in local authorities, jointly
appointed with the PHS, designing and commissioning local health
improvement solutions with a ring-fenced, protected budget
Vital Signs - national outturn results 2009/10
• around 1 million people offered an NHS Health Check
• almost 800,000 NHS Health Checks delivered
• five SHAs not able to give data on the numbers
offered - estimated using a 70% take up rate
Vital Sign 2010/11
• 24 June - updated guidance for the vital signs
monitoring return on Unify
• Measures
– number of people offered an NHS Health Check
– number of people received an NHS Health Check
IT / dataset
• work continuing on IT
• significant progress made on the dataset
• consultation on the dataset – closes end July
• mandated by ISB in the autumn
• collection from Spring 2011

• leaflets available in different formats from www.orderline.dh.gov.uk
• brand assets, poster templates etc available from

• hope to make the results pack to be made available electronically via
the Learning Network website
Learning Network
• responsibility for the Learning Network now sits
with NHS Diabetes and Kidney Care
• will continue to provide e-bulletins, events, website
www.healthcheck.nhs.uk (to go live later this summer)
