Features of Earlier Manual System 1.) Data related to Financial Review (FR) was submitted by Zonal Railways to Board by Fax, Speed Post, e-mail or by deputing railway staff.

2.) Staff of Accounts Directorate were feeding data manually for all Zonal Railways. 3.) Manual data entry had its own limitations. Chances of error on this account were very high. 4.) Clarifications from the Zonal Railways were obtained on phone.

5.) Differences in the figures were to be reconciled every time.

6.) Delay in preparation of Financial Review (FR) due to voluminous data entry.

7.) FR data were not available online.

Features of ‘e-Rail Lekha’ Portal 1.) At the beginning of every month, a partially pre filled format appears on e-Rail Lekha portal for feeding ‘for the month data’. Thereafter, the ‘Financial Review (Approx.)’ statement and Account Current (Approx.) for the previous month and the ‘Financial Review (Actual)‘ statement for previous to previous month are generated.

2.) Zonal Railways to enter the data a) before 6 th of the month for generating ‘Financial Review (Actual)‘ of previous to previous month. b) before 8 th of the month for generating ‘Financial Review (Approx.)’ of the last month. c) before 10 th of the month for generating the ‘Approximate Account Current‘ of previous month. 3.) Only change data for the month is fed. 4.) After uploading of data by the 17 th printed instantaneously. (last) Zonal Railway, FR statement for IR is contnd.

Features of e-Rail Lekha Portal 5.) After compilation, figures are presently cross checked for possible input mistakes done by the Zonal Railways. 6.) So far, hardly any mistake has been noticed after the Zonal Railway uploads the data.

1.) No manual drudgery in data entry by Accounts Directorate.

2.) Data purity is of higher order.

3.) Dispute of data by Zonal Railway is almost NIL.

Road Map ahead

1.) Presently, this package does not include PU wise analysis and Demand No. 16 analysis. This is being developed now.

2.) Compilation of Actual Account Current.

3.) Dovetailing with Accounting Reform software as and when developed.

4.) Zonal Railways should also develop similar software for collection of data from their units.
