What does the National Plan represent?
National Civil Emergency Plan is the first ever document of its kind in
Albania
It reflects:
Policy and main priorities of Albanian in the Civil Emergency Service
Albanian and international experience in the field of civil emergencies
Albanian legal base, standards and widely accepted procedures
It systematizes and clarifies roles and responsibilities of all relevant
governmental institutions and civil society organizations for the Civil
Emergency management
Assures a planned and coordinated use of all national and international
capacities in the country
It doesn’t substitute other line ministries and institutions plans, and on the
contrary bucks up and serves as a guide for them
National Plan has been prepared based in a correct and logical procedure
and methodology, which include Risk Assessment study, large consultations,
information sharing, and a comprehension and consensus of all relevant
institutions and organizations
