Maine School-Wraparound Partnerships:
A Work in Progress
Wraparound Maine was established in 2007 to implement
a flexible statewide system of care based on the ten
principles of wraparound.
These Principles align well with the current school reform
efforts and the restructuring of special education
programs.
This workshop will address some of the opportunities and
some of the barriers to implementing workable schoolwraparound partnerships using a simple social systems
perspective.
The experience of SAD 75 and the Sagadahoc Wraparound
Collaborative will be highlighted as a successful work in
progress of a school-wraparound partnership.

OCFS Investment in Community Based Care
April, 2006-Implementation of “Community Based
Wraparound” endorsed by Children’s Cabinet
Legislative Support (122nd, LD863) Resolve to
ensure Wraparound Services for children in need of
care, and authorization of annual funding
RFP process for implementation of “High Fidelity
Wraparound” based on the values and standards of
the National Wraparound Initiative
Wraparound Maine

Launched in January 2007, expanded in 2009

9 sites-serving approximately 230 families



Target Population: School age children/youth with
serious emotional disturbance, involved in multiple
systems and placed in (or at risk of) residential or
correctional settings

Wraparound is…

A family-driven, team-based process for planning and
implementing services and supports.

Through the wraparound process, teams create plans
that are geared toward meeting the unique and holistic
needs of children and youth with complex needs and
their families.

The wraparound team members (e.g., the identified
youth, his or her parents/caregivers, other family
members and community members, mental health
professionals, educators, and others) meet regularly to
implement and monitor the plan to ensure its success.
High Fidelity Wraparound
This is an evidence based practice that includes
• Intensive training and mentoring process for
Facilitators (Case Managers) and Coaches
(Supervisors)
• Utilization of a skills based curriculum and
credentialing process to ensure fidelity to the
National Wraparound Initiative (NWI) model
• Data collection that drives continued
improvement in practice
