 Focus on growth as a means of poverty reduction but with
consideration for redistribution through: Social development,
Social Protection, Safety Nets and progressive taxation
 Utilisation: overall policy framework and guide 2006/2007 budget
preparation
 Implementation: 2006 - 2011

Financing: budget not consistent with inputs needed in

finalised
M&E Master plan used and provides strategy for
monitoring MGDS but there is need for mechanism for
effecting changes after producing APRs
