Ministry of Environment and Physical Planning November, 2008 Filip Ivanov Director of the Administration of environment Our mission Improvement of environment and nature, decreasing of pollution and treats to human health, spatial planning and sustainable development of the Republic of Macedonia General purpose Taking a leading role in creating conditions for the protection and improvement of the environment, as well as the realization of the rights and duties of citizens for a healthy environment Our principles We are trying to give your contribution towards insuring conditions for the sustainable development that satisfies the needs of present generations, without the limit restriction for future generations. In other words, sustainable development means reaching in the same time: • Social progress that satisfys the needs of the everyone • EFFECTIVE PROTECTION OF ENVIRONMENT • RATIONAL USE OF NATURAL RESOURCES, and • KEEPING HIGH AND STABLE LEVEL OF ECONOMIC DEVELOPMENT AND EMPLOYMNET Our principles • The high level of protection of the environment • The right to healthy environment • Obligation to protect and improve the environment • The principle of “polluter pay’s” • Access to the information's regarding environment • Public participation in the decision-making process , etc. POLITICS • Integration of environmental protection policy with the other sector’s policies • Integrated protection of the environment through the enforcing the basic or so called "Horizontal" Framework Law for the environment, which gives the framework of the responsibilitys for the whole area Politics is a dialogue • Dialogue and partnership with all interested parties regarding the environment in the Republic of Macedonia • In the preparation of the the legal and strategic documents we take in consideration the interests and comments of all interested stakeholders Cooperation with EU • Accession process to the EU is a driving force for the ministry in the protection of the environment • The needs for financing and approach to the pre-accession funds to the EU, arise from the needs for development and implementation of the different sectors strategies. Decentralization • Benefit of the process of decentralization can be seen through the fact that local problems in the field of environment will be taken in consideration near the place that are created and in cooperation with the citizens that are directly affected by this problems Clean technologies • In the process of pre-accession to the EU our economy must become competitive on the European and world market and have to ensure economic development that will increase our live quality • In this process, industrial capacities have to modernize their technologies and to improve environmental performance - to reduce pollution fulfilling EU standards Market in environmental services • There is upstream trend in the offer of the Services in the field of environment which are provided by the research institutions, enterprises and non-governmental organizations • This is one of the most perspective sectors in the process of creation of the new employments. Environmental protection - possibility for the mobilization of the financial funds • In the next decade will be necessary to invest in the environmental protection, in order to fulfill EU standards • These investments will contribute to better human health, to the protection of the natural resources and to improve of the competitiveness of the country on the world market Public awareness and education for environmental ussues • Environmental quality standards can be improved only if citizen’s are aware of their behavior, responsibilities and possibility to contribute towards improvement of the environment • Each citizen should be included in the process of planning and decision-making concerning the activities that should be taken to ensure the environmental protection and improvement of the environment INTERNATIONAL COOPERATION • EU member states are biggest donators contributing to the approximation of R. Macedonia to the EU environmental quality standards especially through financing of the priority investments in this field • In the same moment we can’t depreciate the role of the other multilateral bodies that have contribution to the environmental protection through financial and other mechanisms (international agreements) for the implementation of the environmental protection requirements. Environmental information's • This kind of information's are starting point for each paned activity in this field • For example: pollution level, pollution impact on the human health or on the nature, who is responsible for this impact, what is the environmental liability, how much it costs … • All information's can (or will be) be found on the MoEPP web site www.moepp.gov.mk Programs for achievement of the established goals and priorities • Program for adoption of the EU acquis communautaire • Program for the environmental protection • Program for the investments in the environment • Program for water protection • Program for monitoring and data management • Program for international cooperation • Spatial planning and Spatial Information System Program for adoption of the EU acquis communautaire and harmonization with the EU standards • Preparation and adoption of the laws according EU standards • Preparation and adoption of secondary legislation according adapted laws • Establishment of the national system for eco-labeling of products and services Environmental protection • Creation of the policy for environmental protection • Realization of the plans, programs, projects • Establishment of the system for the implementation of ЕIA and IPPC procedures • Establishment of the system for waste management • Establishment of the system for biodiversity and nature protection • Revalorization of the locations for the nature protection programs implementation • Realization of the projects for hot-spots sanitation • Realization of the public awareness campaigns • Realization of the Environmental Inspection • Emission measurements ( Central laboratory) • Realization of the trainings dedicated to the central and local self government • Accreditation of the Central laboratory Environmental investments • Preparation and realization of the Annual Program for the environmental investments • Preparation and implementation of the projects for the WWT and integrated waste management • Preparation and realization of the operational program for use of the preaccession funds of EU (IPA) Water protection • Implementation of the program through subprograms and projects • Establishment of the system for integrated water management Monitoring and data management • Collection and data processing for the all environmental media (air, water, noise, waste, soil, nature, biodiversity • Implementation of the program for automatic air monitoring • Implementation of the program for water monitoring • Implementation of the program for the Macedonian lakes monitoring • Implementation of the mutual program for the Ohrid lake monitoring (R. Macedonia • To follow global movements in the environmental protection • Achievement of sustainable development In this context, fundamental directions are: • Realization of the obligations from the Stabilization and association agreement (in the field of the environmental protection) • Implementation of CARDS program. • Fulfilling of the obligation according international agreements and international organizations membership • Realization of the donators projects in all segments of the environmental protection. Spatial planning and Spatial Information System • Preparation and adoption of the annual program for the implementation of the Spatial plan of R.
