NIDA(National Internet Development Agency of Korea Non-Profit Statutory Organization founded in 1999 (former KRNIC) Subsidiary to the MIC(Ministry of Information and Communication) in accordance with the Act on Internet Address Resources (July 2004) In charge of allocation & managing Internet address including R&D activities designed to increase the use of Internet in Korea Mission Cooperation with internet-related international organizations R& D of Internet-related subjects Release Internet-related Statistics Technical Support Policy Development ㆍkr DNS Service ㆍAllocation of IP Address as NIR ㆍENUM, RFID, WINC etc. 5 Related Acts Statistics Act Clause 4 (designation of statistical agencies) : The KNSO Commissioner authorizes designated agencies or statistics according to the request of the related agencies Clause 8 (approval of compiling statistics) : Statistical agency should obtain approval from the KNSO Commissioner prior to research new statistics or revise the approved statistical research Clause 15 (publishing the results) : Statistical agency should submit the results of the survey to the KNSO Commissioner and have consultations before publishing the results Act on Internet Address Resources Clause 9, Art 3 : NIDA shall perform each of the following duties ① Policy research and system improvement regarding Internet Address Resources ③ Production of statistics regarding domestic use of the Internet ④ Support for efficient operation of the Internet and promotion of its utilization 6 Process Survey Planning Coordinate the opinions of MIC and NIDA at the beginning of each year Sampling Design - Make a fundamental plan for the survey MIC finances the survey and NIDA conducts the survey Questionnaire Design Consult with KNSO prior to making changes on the survey including revision of questionnaire and publishing the results, etc. Pilot Test Fieldwork Commit fieldwork to a professional research company Data Processing Publishing the Results MIC(Ministry of Information & Communication) KNSO(Korea National Statistical Office) 7 Sampling Design Use 10% EDs in the Population and Housing Census EDs : enumeration districts • Population : Family members aged 3 or older residing in households in nationwide sample districts • Multi-stage stratified sampling Stratify the whole nation into 16 strata(7 metropolitan cities and 9 provinces) Select the sample districts within each strata (700 sample EDs) Select 10 households within each sample districts (7000 households) ※ Classification criteria used in selecting EDs : 19 variables including farm/non-farm division, housing characteristics, education levels, house ownership status, computer and automobile ownership, population aged 15 or older 8 Questionnaire Design Develop questions reflecting a variety of issues, recent trends and special aspects of Korea’s information society Include recommendations of international bodies including OECD, ITU etc. ex) revised OCED 2004 model questionnaire (DSTI/ICCP/IIS(2005)3/FINAL) Increase flexibility of the questionnaire - Make Questionnaire’s choices more specific so as to apply data more flexibly ex) question for Internet user’s definition When was the last time for you to use the wired/wireless internet? ⑤ Over 3 months ~ within 6 months ⑥ Over 6 months ~ within 1year ⑦ More than 1 year before ① Never used ② Within a week ③ Over a week ~ within 1 month ④ Over a month ~ within 3 months Internet user’s definition in Korea : person aged 3 or older who used the wired or wireless Internet at least once in the last month Conduct the pilot test for 20~30 respondents and check errors of revised questionnaire 9 Fieldwork & Data Processing Fieldwork Fieldwork Period - First half of the year : 1~30, June - Second half of the year : 1~30, December Fieldwork Method : Trained interviewers visited each households and conducted face-to-face interviews Keep the same households interviewed in the previous surveys for the accuracy and stability of the survey (around 75% maintenance rate) Conduct real-time check on interim findings during fieldwork to maintain the stability of data and facilitate the survey - Degree of fieldwork progress & time-series analysis compared with the previous year Data Processing Validated data are coded and stored in a computer data file - Encode data in real-time for prompt analysis Analyze and tabulate through a statistical package program Weighted values are obtained by applying a post-stratification method Units of analysis : both households and individuals 10 Publishing the Results Publicize within 1 month after fieldwork (January, July) Discuss the results to confirm the reliability of the data with MIC and KNSO before publicity Disseminate the statistics and summarized report through mass media and then publish final report in both Korean and English Provide statistical data in various format - Publications, website(ISIS), Internet Statistics Yearbook/Internet Whitepaper, etc. ISIS (Internet Statistics Information System) http://isis.nida.or.kr 11 Major Findings (1) Trends in the Internet Usage (unit : %, 1,000 persons) Inte rne t Use Ra te 100 Inte rne t Use rs 28,610 24,380 19,040 50 58.0 59.4 64.1 65.5 31,580 32,570 33,010 30,000 25,650 26,270 22,230 56.6 29,220 30,670 68.2 70.2 71.9 72.8 51.6 44.7 15,000 0 0 2000.12 2001.6 2001.12 2002.6 2002.12 2003.6 2003.12 2004.6 2004.12 2005. 6 2005.12 Internet Usage of the aged 6 or older (Those aged 7 or older until December 2001) 12 Major Findings (2) Internet Use Rate and Internet Users (2005.12) the aged 3 or older the aged 3 to 5 the aged 6 or older Internet Users (thou.) 33,880 870 33,010 Internet Use Rate (%) 71.9 47.9 72.8 Internet Use Rate and Internet Users (2005.12) Internet Users 33.01million(72.8%) Use only wired Internet 21.39 million(47.2%) Wired Internet Users 32.48 million(71.6%) Use both Wired & Wireless Internet 11.09 million(24.4%) Use only Wireless Internet 0.53 million(1.2%) Wireless Internet Users 11.62 million(25.6%) 13 Application of the Results : Domestic Basic data for policy development of government agencies including MIC, KNSO and so on < IT 839 Strategy (MIC) > Research materials for the academics and researchers Sources of news article < Newspaper (Korea Times) > < TV (KBS) > 14 Application of the Results : International(1) International Application (1) ITU Internet Indicators (2004) No Internet Users per 100 inhab.
