Background
Survey on ICT use in NIDA has been conducted since 1999
Became official survey by integrating various surveys on ICT use
to reduce redundancy and increase efficiency in 2003
 only nationwide scale survey on ICT use by households and individuals in Korea
1999 ~ 2001
“Survey on the number of Internet users and Internet usage patterns ”
- sample eligibility : aged 7 or older
2002
- extended the sample eligibility to the aged 6 or older
2003
“Survey on the Computer and Internet Usage”
2004
- Included wireless Internet users in Internet users (since Dec)
2005
- Extended the sample eligibility to the aged 3 or older (since Dec)

What is NIDA?
NIDA(National Internet Development Agency of Korea
Non-Profit Statutory Organization founded in 1999 (former KRNIC)
Subsidiary to the MIC(Ministry of Information and Communication)
in accordance with the Act on Internet Address Resources (July 2004)
In charge of allocation & managing Internet address
including R&D activities designed to increase the use of Internet in Korea
Mission
Cooperation with internet-related international organizations
R& D of Internet-related subjects
Release Internet-related Statistics
Technical Support
Policy Development

Related Acts
Statistics Act
Clause 4 (designation of statistical agencies)
: The KNSO Commissioner authorizes designated agencies or statistics
according to the request of the related agencies
Clause 8 (approval of compiling statistics)
: Statistical agency should obtain approval from the KNSO Commissioner
prior to research new statistics or revise the approved statistical research
Clause 15 (publishing the results)
: Statistical agency should submit the results of the survey to the KNSO
Commissioner and have consultations before publishing the results
Act on Internet Address Resources
Clause 9, Art 3 : NIDA shall perform each of the following duties
① Policy research and system improvement regarding Internet Address Resources
③ Production of statistics regarding domestic use of the Internet
④ Support for efficient operation of the Internet and promotion of its utilization

Survey Planning
Coordinate the opinions of MIC and
NIDA at the beginning of each year

- Make a fundamental plan for the survey
MIC finances the survey and
NIDA conducts the survey

Sampling Design
Use 10% EDs in the Population and Housing Census
 EDs : enumeration districts
• Population
: Family members aged 3 or older residing in households
in nationwide sample districts
• Multi-stage stratified sampling
Stratify the whole nation into 16 strata(7 metropolitan cities and 9 provinces)
Select the sample districts within each strata (700 sample EDs)
Select 10 households within each sample districts (7000 households)
※ Classification criteria used in selecting EDs
: 19 variables including farm/non-farm division, housing characteristics,
education levels, house ownership status, computer and automobile
ownership, population aged 15 or older

Questionnaire Design
Develop questions reflecting a variety of issues, recent trends and
special aspects of Korea’s information society
Include recommendations of international bodies including OECD, ITU etc.
ex) revised OCED 2004 model questionnaire (DSTI/ICCP/IIS(2005)3/FINAL)
Increase flexibility of the questionnaire
- Make Questionnaire’s choices more specific so as to apply data more flexibly
ex) question for Internet user’s definition
When was the last time for you to use the wired/wireless internet?

 Internet user’s definition in Korea : person aged 3 or older who used the wired or
wireless Internet at least once in the last month
 Conduct the pilot test for 20~30 respondents and check errors of revised questionnaire

Fieldwork & Data Processing
Fieldwork
Fieldwork Period
- First half of the year : 1~30, June
- Second half of the year : 1~30, December
Fieldwork Method : Trained interviewers visited each households and
conducted face-to-face interviews
Keep the same households interviewed in the previous surveys
for the accuracy and stability of the survey (around 75% maintenance rate)
Conduct real-time check on interim findings during fieldwork to maintain
the stability of data and facilitate the survey
- Degree of fieldwork progress & time-series analysis compared with the previous year
Data Processing
Validated data are coded and stored in a computer data file
- Encode data in real-time for prompt analysis
Analyze and tabulate through a statistical package program
Weighted values are obtained by applying a post-stratification method
Units of analysis : both households and individuals

Publishing the Results
Publicize within 1 month after fieldwork (January, July)
Discuss the results to confirm the reliability of the data with MIC and KNSO
before publicity
Disseminate the statistics and summarized report through mass media
and then publish final report in both Korean and English
Provide statistical data in various format
- Publications, website(ISIS), Internet Statistics Yearbook/Internet Whitepaper, etc.

Large sampling error in local statistics
Although sampling errors of statistics for the whole nation are very small,
the local ones are relatively large
Sample size is planned to be increased to 10,000 households and 25,000 persons
from the second half of 2006
Supplementary budget is required to increase sample size more

Challenges and Lessons (3)
Increase of non-responses
Difficult to interview with family members in the daytime due to
the increase of double-income and single-person households
Visit the households after 4 pm or on weekends
Increased response refusal due to one’s privacy
Show respondents the supplementary documents :
• Official document issued by government (MIC) for asking to cooperate in survey
• Interviewer’s identification
• Copies of news reported on the results
