To be able use evidence to decide whether or not the
police were to blame for not catching Jack the Ripper.

It is December 1888. The Metropolitan and the
City police still have no clue as to the identity
of Jack the Ripper. You have been selected to
study a selection of police records to decide
whether the police are to blame for not yet
apprehending the murderer.
When drawing your conclusions, consider the
methods of investigation the police have used
and the way they have handled the evidence.
Also look at how reliable the documents are.
