Simultaneous Mainstreaming in Programmes and Projects - TAU PMIG Workshop

Launching the ‘Sphere-Scope’

Simultaneous Mainstreaming is ‘in your hands’ A complementary interface with the PPM Toolkit

Emphasis in public sector on Results and Outcomes

• The work of government: Strategy/ Planning, Implementation and Reporting Cycle/s for government necessitates the conceptualisation of the work of government in terms of programmes and projects • Strategic Plans and Annual Performance Plans work within this logic and reality • Planning methodology is often expressed through different models, (Prince 2; PMBOK, PPM, PCM) but underlying logic/process is similar and coherent to achieving results • Heightened impetus for projects and programmes to show delivery of results: quick wins; medium to longer-term impact; built around a theory of change

for the better

• How to implement government policy and mainstream for equity, and equality of access and outcomes?

2

Tracing the terminology: where do the term enter the global language…

• Mainstreaming: The concept of bringing

gender

issues into the

mainstream

of society was clearly established as a global strategy for promoting gender equality in the Platform for Action adopted at the United Nations Fourth World Conference on Women, held in Beijing (China) in 1995. It highlighted the necessity to ensure that gender equality is a primary goal in all area(s) of social and economic development. 3

Equity (fairness/balance) is a means. Equality (equal valuing in terms of access and outcomes) is the result.

Equally

‘the mainstreaming of…” applies to

• People with disabilities; • Children • Environmental and • Sustainable development • Governance • Capacity development • Defined Policy Position of the South Africa Government; reinforced through mandate of dwcpd

The Constitution of the Republic of South Africa, Act 108 of 1996, Bill of Rights Section 9 and Targets

• Everyone is equal before the law and has the right to equal protection and benefit of the law.

5 • Equality includes the full and equal enjoyment of all rights and freedoms. • To promote the achievement of equality, legislative and other measures designed to protect or advance persons or categories of persons, disadvantaged by unfair discrimination, may be taken. Targets: 2% =People with Disabilities; 50% =Women and Men in terms of representation.

Mainstreaming-towards what results/outcomes?

Mainstreaming Mainstreaming for transformation Mainstreaming for results-better performed Mainstreaming for equality of outcome Mainstreaming for realisation of human rights Mainstreaming for freedom of choice Mainstreaming for human dignity Mainstreaming within diversity-we are not homogenised groupings 6

PPM and Simultaneous Mainstreaming

The Department of Women, Children and People with Disabilities speaks of “a framework for simultaneous mainstreaming and integration of gender, children and disability considerations into the day to day work of Government. The intention is towards making the concerns and experiences of women, children and people with disabilities an integral part of the design, implementation, monitoring and evaluation of legislation, policies and programmes [and therefore projects], and to assess the impact of these on the lives of vulnerable and targeted groups to ensure a better life for all.” (DWCPD: Strategic Plan, 2011-2015: 1).

Background

• The TAU (now G-TAC) has focused on mainstreaming through: • Representatives of the TAU being part of the National Treasury process for mainstreaming • Chief Directorate in Government Department-pilot site for strong focus on mainstreaming for gender equity and equality • Technical Advisors to the National Treasury for Gender and Disability Strategy; Department of Women, Children and People with Disabilities • Technical Advisor support to other Departments-raising of awareness around mainstreaming issues 8

Development of the Sphere-Scope

• Complementary interface with the PPM Toolkit • Logic of the PPM Model is the

base onto which the simultaneous mainstreaming principles are built

• Hence first “to get into” the logic of the PPM” : 3 layers of Phases; People and Organisation Change and 9 project management knowledge areas • Once you follow the embedded logic of the PPM model>> superimpose the logic of mainstreaming

in alignment

with the PPM logic • Intended as a practical “starting point” to work simultaneous mainstreaming into phases of project management 9

3 layers of PPM>>>2 layers of detailed mainstreaming considerations articulated in the Sphere-Scope

Mainstreaming Considerations 10 Mainstreaming Considerations Mainstreaming @ the core

Why…that name?

• • • • • “Sphere-Scope” is a newly coined term. The use of a fresh term is to encourage us to look at simultaneous mainstreaming with fresh eyes “Sphere-Scope” is a compound word, made up of “Sphere” and “Scope”. The sphere is an obvious reference to the circle (The Integrated Project Management Model) on which the “Sphere-Scope” is based. However “Sphere” has a number of other meanings, which should also be considered when understanding or using this new word: “Sphere” refers to the circular and iterative nature of working on mainstreaming; as a ‘globe’ it is also about signalling the creative, global nature of project and mainstreaming work. Sphere also means area of work, field of interest, speciality/forte and therefore the sphere is to encourage programme and project managers to develop their knowledge, interest and expertise in simultaneous mainstreaming. “Scope” refers to capacity, range, opportunity, choice, scale-all words that are integral to the mainstreaming of gender within programmes and projects. (References: Encarta Dictionary, United Kingdom-Thesaurus-MS Office Word) 11

Using it: Project Management Methodology Phases Phase Concept Phase Definition Phase Planning Phase Series of Critical Questions for Mainstreaming (numbered) What does the situational analysis reflect in terms of imbalances with regard to men, women and people living with disabilities; Can you determine what needs to be done to address the imbalances/ inequalities that emerge from the analysis ? Etc …etc What are the targets for your organisation around project governance and organisational structures with regard to equity and equality?

(50% women; 2% for people with disabilities?) Have you made reasonable accommodation for people with disabilities within your facilitates and programmes…? Etc…etc… What is the composition of your planning structures with regard to women and people with disabilities How are you using disaggregated data in planning your project?

… Have you attempted to get a balanced representation of women and men involved in the activities and programmes? Etc…etc…

Continued…

Implementation Phase Have you had the opportunity to include men and women equally in the implementation of the project? Will the project meet the practical and strategic needs of women and men? Etc..etc

Close out Phase What is the impact of the differentiation between women and men in your project? Can you identify lessons learned? What is the overall performance of achieving equality in relation to the project? Etc..etc

Using it: People and Organisation Change

Phase Building the Foundation for Commitment Getting Agreement and Setting Direction Making Changes Critical questions Have you raised awareness, assessed the environment and done training Are stakeholders capacitated around mainstreaming for gender, children and people with disabilities?

Have you agreed on mainstreaming indicators?

Have you agreed on your differentiated outcome for women in relation to men; children and people with disabilities?

Are there examples of mainstreaming that you can track and share within the project?

What additional work is needed to shift attitudes and behaviour?

Keeping it going Are you able to see the benefits of mainstreaming? Does mainstreaming have ‘staying power’ in this project?

Mainstreaming @ the core

• Central points reminds us to keep Mainstreaming @ the core • Best used and understood when interfacing with the “place mat” of the PPM + Toolkit • Questions provide a range of considerations-aim to achieve some of these strategies for each phase • Use of other resources such as Toolkits for mainstreaming (many to be found) • Developed to be at hand, on your desk, in your diary… • It is about outcomes and results- the so-called ‘end game’; the vision; the specific future reality that one encounters when working through a theory of change-and taken down to a practical level • Minister Pravin Gordhan (Budget Speech, 2011) indicated that “We have embarked on the long walk to economic freedom. All South Africans aspire to these freedoms; • Amartya Sen talks of ‘Development as Freedom’-and indicates that working on equality is about

comprehensive

outcomes (also the stages along the way where one builds incrementally…) as opposed only to

cumulative

one’s.

The Sphere-Scope is now in your hands…and so too is simultaneous mainstreaming for equity and equality…
